Ethiopia Displacement Data - Village Assessment [IOM DTM]

Between April and May 2024, IOM DTM deployed the SA round 36 and VAS round 19, in 11 regions across Ethiopia. The November - December 2023 data (Round 35 for SA and Round 18 for VAS) was compiled with the April - May 2024 data (Round 36 for SA and Round 19 for VAS) to consolidate national IDP and returning IDP figures updated to May 2024. The locations assessed during both rounds of data collection are not duplicated in the consolidated figures. SA is conducted in locations hosting a reported 20 or more IDP households, and the VAS is conducted in locations hosting a reported 20 or more returning IDP households that returned after 1 January 2022. It is to be noted that South Ethiopia region was not included due to operational constraints.

Between November and December 2023, IOM’s DTM deployed Site Assessment (SA) Round 35 and Village Assessment Survey (VAS) Round 18.

According to data collected through the Site Assessment round 35 November and December 2023, an estimated 3,194,413 IDPs (635,724 IDP households) were internally displaced across 2,662 assessed, accessible sites in Ethiopia. Conflict is the primary cause of displacement and displaced almost 2.2 million IDPs (68.7%), followed by drought which displaced an estimated 536,343 IDPs (16.8%). Somali region hosts the highest number of IDPs primarily displaced by drought nationwide (an estimated 391,573 individuals or 73% of the national drought caseload), while Tigray region hosts the highest number of IDPs primarily displaced by conflict nationwide (an estimated 831,002 individuals or 37.9% of the national conflict caseload).

Between 01 August and 02 September 2023, IOM’s DTM deployed Site Assessment (SA) Round 34 and Village Assessment Survey (VAS) Round 17, carrying out a multisectoral location assessment. SA is conducted in locations hosting a reported 20 or more IDP households, and the VAS is conducted in locations hosting a reported 20 or more returning IDP households that returned after 1 January 2021. It is to be noted that Amhara region was largely uncovered this round due to increased insecurity, and both the IDP and returning IDP caseloads should likely be higher.

According to the data collected through the Village Assessment Survey round 17 between August and September 2023, there were an estimated 2,530,101 returning IDPs (552,773 returning IDP households) across 2,072 assessed, accessible villages in Ethiopia. The highest returning IDP caseloads nationwide were in the regions of Tigray (1,503,141 returning IDPs, 59.41%), Amhara (an estimated 389,937 returning IDPs, 15.41%) and Afar (an estimated 222,894 returning IDPs, 8.81%).

In June 2023, IOM DTM deployed the Village Assessment Survey (VAS) Round 16 (figure update) in 64 villages across Afar, Amhara, Oromia, SNNP and South West Ethiopia Peoples' regions of Ethiopia. The VAS Round 15 data (November 2022 - January 2023) was compiled with the figure update VAS Round 16 (June 2023) data to develop a national returning IDP figure updated to June 2023 for 1,791 villages, excluding Tigray region. The villages assessed during both Round 15 and Round 16 are not duplicated in the consolidated figure.

As of June 2023, IOM DTM estimated 1,982,506 returning IDPs (441,644 returning IDP households) across 1,791 assessed, accessible villages in Ethiopia, excluding Tigray region. The data for Tigray region is shared separately.

The purpose of VAS is to assess the capacity of villages to absorb returns through the availability of services with a focus on livelihoods and reintegration. Demographic information was collected through representative sampling at the village level at a 95% confidence interval and a 10% margin of error. Overall, 1887154 IDP returnees and 424162 returnee households were identified.

According to the data collected through the Village Assessment Survey round 14 between August and September 2022, there were an estimated 1.88 million returning IDPs (437,077 households) across 1,554 villages in Ethiopia. This represents a -6% decrease compared to the previous round of data collection in June and July 2022. Due to operational constraints, the figure for Tigray region is not included in the national total.

Through Village Assessment Survey round 11 (Dec 2021-Feb 2022), a total of 2.85 million returning IDPs were identified in 2,378 villages across 11 regions (except Tigray region due to a lack of fuel and cash). 2.7 million returning IDPs (94%) were initially displaced due to conflict, 54,129 returning IDPs (2%) were initially displaced due to seasonal floods and 51,540 returning IDPs due to drought (2%). Significantly, this round’s returning IDP number has increased substantially due to the mass return of 1.5 million returning IDPs, mainly concentrated in the east of Amhara region (North Shewa, North Wello and South Wello zones), following the withdrawal of armed conflict.

Through Village Assessment Survey, a total of 1.5 million returning IDPs were identified in 1,172 villages across 9 regions. A large majority of returning IDPs (1.4 million) were initially displaced due to conflict while 61,295 returning IDPs were initially displaced due to flash floods and 54,095 returning IDPs due to seasonal floods. The region hosting the largest number of returning IDPs was Oromia region with 653,549 returning IDPs, followed by Somali region with 392,286 returning IDPs. However, please note that there were considerable access and/or security issues in Amhara, Benishangul Gumz, Oromia and Tigray regions which affected the total displacement and return count.

Through Village Assessment Survey, a total of 1.3 million returning IDPs were identified in 1,180 villages across 10 regions. A large majority of returning IDPs (1.2 million) were initially displaced due to conflict while 56,280 returning IDPs were initially displaced due to seasonal floods and 55,039 returning IDPs due to flash floods. The region hosting the largest number of returning IDPs was Oromia region with 672,315 returning IDPs, followed by Somali region with 387,128 returning IDPs. However, please note that there were considerable access and/or security issues in Amhara, Benishangul Gumz, Oromia and Tigray regions which affacted the total displacement and return count.

Through Village Assessment Survey, a total of 1.5 million returning IDPs were identified in 1,421 villages across 10 regions. A large majority of returning IDPs (1.4 million) were initially displaced due to conflict while 67,842 returning IDPs were initially displaced due to seasonal floods and 55,214 returning IDPs due to flash floods. The region hosting the largest number of returning IDPs was Oromia region with 714,493 returning IDPs, followed by Somali region with 406,830 returning IDPs.

Through Village Assessment Survey, a total of 1.5 million returning IDPs were identified in 1,381 villages across 9 regions. A large majority of returning IDPs (1.4 million) were initially displaced due to conflict while 47,122 returning IDPs were initially displaced due to flash floods and 35,522 returning IDPs due to seasonal floods. The region hosting the largest number of returning IDPs was Oromia region with 821,653 returning IDPs, followed by Somali region with 408,741 returning IDPs.

Through the Site Assessment which was conducted from 15 August to 20 September 2020, DTM captured 1,846,551 IDPs (344,782 households) in 1,346 sites across the 11 regions of Ethiopia. The biggest causes of displacement were conflict which displaced 1,118,782 IDPs (61%), followed by drought which displaced 309,419 IDPs (17%), flash floods which displaced 206,893 IDPs (11%) and seasonal floods which displaced 117,194 IDPs (6%). VAS was carried out during the same period and covered 1,294 villages across 8 regions. A total of 1,210,053 returning IDPs, 35,409 IDPs, 9,940 returned migrants and 1,326,717 host community members were tracked through VAS.

hrough the Site Assessment which was conducted from 1 June to 5 July 2020, DTM captured 1,820,811 IDPs (329,084 households) in 1,297 sites across the 11 regions of Ethiopia. The biggest causes of displacement were conflict which displaced 1,233,557 IDPs (68%), followed by drought which displaced 351,062 IDPs (19%), seasonal floods which displaced 104,696 IDPs (6%) and flash floods which displaced 50,093 IDPs (3%). VAS was carried out during the same period and covered 1,205 villages across 8 regions. A total of 1,400,892 returning IDPs, 10,603 IDPs, 11,595 returned migrants and 1,226,690 host community members were tracked through VAS.

VAS was carried out between 1 February to 12 March 2020 and covered 1,150 villages across 8 regions. VAS is targeted at locations with high returns to evaluate the absorption capacity of the village with a focus on accessibility of services, livelihoods and reintegration. A total of 1,396,764 returning IDPs, 10,657 IDPs, 5,408 returned migrants and 1,265,476 host community members were tracked through VAS.
