The Results-Monitoring Survey (RMS) was conducted by UNHCR South Sudan in the last quarter of 2022 to serve as a pilot tool for measuring country operations' results regarding internally displaced persons (IDPs). Using computer-assisted personal interviews, around 4,634 questionnaires were carried out proportionally across eight states. The target was IDPs in camps and non-camp settings, including hard-to-reach areas. A simple random sampling method was used to allow generalizability and minimize bias. The questionnaire was tailored to the local context while drawing from the standard RMS instrument. Sample sizes were calculated for states and counties based on displacement figures and partner presence. A 95% confidence level and 5% margin of error determined the state samples. The county samples used 90% confidence and 5% margins given the need for greater precision at lower administrative levels. Total target was 5,309 households, allocated proportionally. High response rate (97%) exceeded targets in some counties. The pilot provides baseline data on results indicators to track over time. Key aspects were representative sampling, localized questionnaire, sufficient sample size, and community access enabling quality data for ongoing monitoring.

The UNHCR Livelihoods Monitoring Framework takes a program-based approach to monitoring, with the aim of tracking both outputs and the impact of UNHCR dollars spent on programming (either via partners or through direct implementation). The process for developing the indicators began in 2015 with a review of existing tools and approaches. Consultations were held with governments, the private sector, field-based staff and civil society partners to devise a set of common, standardized measures rooted in global good practices. Since 2017, a data collection (survey) has been rolled out globally, and the participating operations conducted a household surveys to a sample of beneficiaries of each livelihoods project implemented by UNHCR and its partner. The dataset consists of baseline and endline data from the same sample beneficiaries, in order to compare before and after the project implementation and thus to measure the impact. The UNHCR Results Monitoring Survey (RMS) is a household-level survey covering people who are directly or indirectly assisted by UNHCR. In Myanmar, respondents included internally displaced persons, returnees, stateless and host community. The objective of the survey is to monitor impact and outcome level indicators on education, healthcare, livelihoods, protection concerns, shelter, and water and sanitation. The results contribute to an evidence base for reporting against UNHCR’s multi-year strategies to key stakeholders. The RMS can be implemented in any operational context. A standard structured questionnaire has been developed for the RMS, which can be conducted as a stand-alone survey or flexibly integrated with other data collection exercises. The questionnaire was adapted to the Myanmar context and programme objectives by including, e.g. the IDP module. Questions related to Accoutability to Affected Populations (AAP) and service provision were added. A mixed methodology of remote and in-person interview was applied to allow for inclusion of respondents in areas not accessible to data collectors, e.g. rakhine state. The data includes indicators collected at both the household and individual (household-member) level. The survey covered 4444 household amounting to 19009 individuals.

Since December 2020, the Government of Bangladesh has led the establishment of refugee facilities on the island of Bhasan Char in the Bay of Bengal and the delivery of relief services in partnership with civil society organizations. Currently nearly 31,000 Rohingya refugees live on Bhasan Char. With the continuous increase of the population on the island through relocations of Rohingya refugees from Cox’s Bazar, it has become imperative to have a more comprehensive view of the needs and capacities of the population on the island. Against this background, a joint multi-sector assessment was implemented by REACH under UNHCR leadership with the following objectives: (1) to inform an evidence-based prioritisation and resource allocation to effectively plan and design programming activities around; (2) to harmonise data collection efforts to avoid duplication of efforts and resources, minimise intrusion into the lives of beneficiaries, and maintain compatibility, quality, and comparability; (3) to provide the basis for a joint multi-stakeholder needs analysis and interpretation process. The surevey found that almost that two thirds of households (67%) reportedly faced challenges in making ends meet financially. A further 88% faced some challenge in accessing health cares. About half of the respondents (46%) information needs were not met, which included information on how to find work (as reported by 17% of households as an information need) or how to get food assisstance(24%). Only 2 % said they struggled with information about access to protection services. 41% reported the WASH facilities were considered unsafe by women and girls in their household. A decrease from 75% in 2022.

The situation inside Afghanistan deteriorated in 2021 and had significant consequences for the most vulnerable among the population. Iran and Pakistan, which are neighbours of Afghanistan, also host some 8.2 million registered Afghan refugees and other Afghans with different statuses. The majority of registered refugees fled Afghanistan over the years, including from as early as 1979. UNHCR has expanded its border monitoring in Afghanistan to include unofficial crossing points to understand flows and frequency on Afghans departing via these points, assess to territory and “the right to seek asylum” as well as the barriers which hinder the movement of people who may need international protection. Interviews at unofficial crossing points were held with key informants such as local residents in border areas, drivers, hotel and restaurant owners or border officials in over 50 locations, through Kunduz, Jalalabad, Herat, Gardez, Mazar and Kandahar field locations. Key informants gave estimates of weekly flows and their composition. This monitoring activity found that the majority of movements to Iran (81%) happen via unofficial border crossings, while less than 18% of movements to Pakistan happen via unofficial border crossings. This dataset is the anonymized version of the original data.

The situation inside Afghanistan deteriorated in 2021 and had significant consequences for the most vulnerable among the population. 1.6 million new arrivals have been witnessed in neighboring countries. While 5.3 million refugees returned to Afghanistan in phases since 2002, this trend has been declining in recent times. Since August 2021, UNHCR has maintained a non-return advisory for Afghanistan (reaffirmed February 2022), calling for a halt on forced returns of Afghan nationals. To assess people’s ability to access the right to return and map potential protection risks and human rights violations faced by people, over 80,000 interviews were conducted with people across six crossing points from Pakistan, Iran and Central Asia into Afghanistan. Interviews were conducted through out 2023. Interviewees were selected to gain an understanding of triggers, intentions and reasons for Afghan cross-border movements and assess access to territory. This dataset is the anonymized version of the original data.
