Methodology

The intersectoral target is calculated by considering only those humanitarian interventions that contribute to a direct response to the beneficiaries. To avoid double-counting, at woreda-level the maximum number of people targeted across these direct response interventions is taken as the intersectoral target in this woreda. Planned response for activities such as awareness raising, sensitization and capacity building are included in the HRP by clusters but do not contribute towards the intersectoral target.
Caveats / Comments

In the 2023 humanitarian response plan, the two additional admin 3 units are included compared to the administrative boundary datasets which are available on HDX (https://data.humdata.org/dataset/ethiopia-cod-ab). These are Dawe Serer (ET041199) in Oromia region and Quarsadula (ET050905) in Somali region. These two admin 3 units cannot be represented on maps because of their contested boundaries, but they are being used in all types of analysis.
