This dataset is part of the data series [?]: UNHCR - Afghanistan Bordering Monitoring
The situation inside Afghanistan deteriorated in 2021 and had significant consequences for the most vulnerable among the population. Iran and Pakistan, which are neighbours of Afghanistan, also host some 8.2 million registered Afghan refugees and other Afghans with different statuses. The majority of registered refugees fled Afghanistan over the years, including from as early as 1979. UNHCR has expanded its border monitoring in Afghanistan to include unofficial crossing points to understand flows and frequency on Afghans departing via these points, assess to territory and “the right to seek asylum” as well as the barriers which hinder the movement of people who may need international protection. Interviews at unofficial crossing points were held with key informants such as local residents in border areas, drivers, hotel and restaurant owners or border officials in over 50 locations, through Kunduz, Jalalabad, Herat, Gardez, Mazar and Kandahar field locations. Key informants gave estimates of weekly flows and their composition. This monitoring activity found that the majority of movements to Iran (84%) happen via unofficial border crossings, while less than 1% of movements to Pakistan happen via unofficial border crossings. This dataset is the anonymized version of the original data.

Following the change in authority in Afghanistan on 15 August 2021, UNHCR introduced a rapid assessment methodology to quickly assess humanitarian and protection needs throughout the country as part of scale-up by UNHCR to respond to the unfolding crisis. The assessments were carried out between October - December 2021. The primary focus of the assessments were IDPs and IDP returnees who account for the majority of the households interviewed in these assessments. Nonetheless, as UNHCR takes a whole-of-community approach in its assistance programme, vulnerable host community members were also assessed, alongside a small number of refugee returnees, asylum seekers and refugees, as well as deported and spontaneous returnees under an area-based approach. The majority of the assessments were conducted in the Southern Region due to the fact that conflict increased over JuneJuly 2021 in the South and people were displaced into urban areas and could not be reached. When the fighting subsided following the change in authority on 15 August 2021, many families immediately returned to their places of origin. As their needs were assumed to be high, they were prioritized for assessment.

The Humanitarian Situation Monitoring (HSM) is a quarterly community-level multi-sectoral needs assessment. It builds upon the previously implemented Hard-to-Reach assessment and expanded its geographic coverage to encompass the entire country in early 2022, due to the shift in context. HSM aims to collect and then triangulate information regarding service provision, sectoral needs, and vulnerabilities in Afghan communities regularly, in order to support geographical and sectoral prioritizations, particularly in light of the rapidly evolving context in Afghanistan. This round of HSM also seeks to complement the annual household-level 2023 Whole of Afghanistan Assessment, which assesses the multi-sectoral and sectoral needs of target populations in the Humanitarian Needs and Response Plan (HNRP), by filling in information gaps and enhancing response capacity for district-level prioritization.

UNHCR through REACH/IMPACT Initiative, conducted a Socio-Economic Vulnerability Assessment (SEVA) in 47 Priority Areas of Return and Reintegration (PARRs) across the country. To understand the current status of reintegration for displaced groups prior to Co-PROSPER implementation in the PARR districts, REACH/IMPACT Initiative conducted a baseline evaluation of the 50 newly selected PARR locations across four different dimensions: 1) community leadership inclusivity, 2) community relations and stability, 3) strengthening public services and equitable access, and 4) livelihood and economic outlook. Indices were created to determine a baseline for these four key objectives. The assessment covered 6,067 HH interviews in 47 PARRs and targeted refugee returnees, IDPs, IDP returnees and host communities. In addition, Neighborhood Maps (nMaps) were developed to identify key infrastructure and services in each PARR.

The Who does What Where (3W) is a core humanitarian coordination dataset. It is critical to know where humanitarian organizations are working, what they are doing and their capability in order to identify gaps, avoid duplication of efforts, and plan for future humanitarian response (if needed). The data includes a list of humanitarian organizations by district and cluster, as well as a unique count of organizations. An interactive map of the 3W data can be accessed here.

This dataset is part of the data series [?]: WFP - Integrated Context Analysis ICA
The ICA is a process of consultations supported by mapped-out data that produces a strategic plan describing where different combinations of programme themes are appropriate to achieve goals of reducing food insecurity and climate related shock risk. The ICA combines multi-year food security trends with natural shock risk data to highlight sub-national areas where different programme strategies make sense. Food security trend maps shows areas where safety nets can address regular food insecurity, and others where shocks make recovery more important. Climate-related natural shock risk maps show where DRR, preparedness and early warning efforts can complement food-security objectives. Atop this core foundation, mapped data on subjects including nutrition, gender, livelihoods and resilience can enrich theme-level strategic planning in which all pieces work together. The full group of ICA partners discuss these analytical results to arrive at strategic programmatic directions.
