    The multi-sector needs assessment (MSNA) was the third assessment conducted by REACH in Lebanon. The main objective of this MSNA is to provide a comprehensive overview of the multi-sectoral needs and humanitarian conditions across all governorates for three population groups in Lebanon: Lebanese, migrants, and Palestine Refugees in Lebanon (PRL) residing in camps. This assessment also aims to deepen the understanding of the crisis by evaluating its magnitude and severity among the targeted populations. Moreover, the findings will enhance current humanitarian response plans and provide input for future collective planning. This dataset contains clean and anonymized data for the Lebanese population. Data was collected between July and October 2023, and weights are included. The findings are representative at the district and governorate levels. Due to access issues, data was not collected in three districts of the Nabatieh governorate and in the Dahye area of Baabda district.household

    The Syrian IDP camps monitoring interactive study is issued by the IMU of the ACU on a monthly basis, to monitor the humanitarian situation of 231 IDp camps in Idleb and Aleppo governorates in Syria’s northwest, shedding light on the needs of the IDPs and the services provided in the camps in the following sectors: Population statistics, WASH, Health, Education, FSL, Shelter and NFI, in addition to the priority needs of IDPs. The study also includes statistics of those who arrive at and leave the camps and the important incidents which took place during the month of the data collection. This product is funded by the CDCS-MEAE. Disclaimer: The content, designations, and presentation of material in this report do not necessarily reflect the views or policies of the ACU or contributory organizations/donors, nor does it imply any endorsement.     The UNHCR Results Monitoring Survey (RMS) conducted in Burkina Faso from June to August 2022 aimed to gather data on refugees, asylum seekers, and internally displaced persons (IDPs) to monitor impact and outcome indicators in education, healthcare, livelihoods, protection concerns, shelter, and water and sanitation. Using a standard structured questionnaire, data was collected at both household and individual levels through Computer-Assisted Personal Interviewing (CAPI) and Computer-Assisted Telephone Interviewing (CATI). The sample frames were sourced from the “Conseil National de Secours d'Urgence et de Réhabilitation (CONASUR)” in December 2021 for IDPs and UNHCR's registration database, ProGresv4, for refugees and asylum seekers, resulting in 667 observations for RAS, 6 for refugee returnees, and 704 for IDPs. The survey results, which were submitted by August 28, 2022, contribute to UNHCR’s evidence base for multi-year strategic reporting to key stakeholders.

    Following the events of August 2017, the Rohingya community were affected by displaced. As of December 2023, more than 900,000 refugees were residing in 34 camps in Ukhiya and Teknaf. At the same time, the living conditions in the District of Cox's Bazar are below the national average. The area is particularly vulnerable to the effects of climate change as well as natural and human-induced hazards, which hinders significant development progress. The needs have been compounded by the refugee influx. The massive increase in households and associated stresses on available resources has led to tensions among the two population groups. Against this background, a Joint Multi-Sector Needs Assessment (J-MSNA) was conducted to support detailed humanitarian planning, meeting the multi-sectoral needs of affected populations, and to enhance the ability of operational partners to meet the strategic aims of donors and coordinating bodies. Building on past J-MSNAs and other assessments, the 2023 J-MSNA aimed to provide an accurate snapshot of the situation with the specific objectives of (1) providing a comprehensive evidence base of the diverse multi-sectoral needs among refugee populations and the host community to inform the 2024 Joint Response Plan; (2) providing an analysis of how refugee population and host community needs have changed in 2023; and (3) providing the basis for a joint multi-stakeholder analysis process. A total of 1,149 households were surveyed across the 11 unions of Teknaf and Ukhiya. Households were sampled from the Office of the the United Nations High Commissioner for Refugees' (UNHCR) host community database as well as UNHCR, World Food Programme (WFP) and International Organization for Migration (IOM) beneficiary databases using a stratified random sampling approach, with unions as the strata. Household survey data collection took place between 27 August and the 17 September 2023.     The Forced Displacement Survey (FDS) is UNHCR’s new flagship household survey programme designed to standardize, streamline, and build on the existing UNHCR survey landscape to produce high-quality and timely data on people forced to flee. The FDS is comparable across countries over time and aligned with international statistical standards. It has the purpose of providing actionable evidence to inform the government’s operational and policy-related data needs, as well as its humanitarian and development partners. As a multi-topic survey, the FDS collected household and individual level data on the socioeconomic characteristics and living conditions of targeted populations. Data was collected through face-to-face household interviews, where up to four household members aged 15 and above were interviewed: (1) the head of the household or a household member who was knowledgeable about the household; (2) a randomly selected household member who provided information about individual life experiences; (3) the caregiver of a randomly selected child under five years of age; and (4) a randomly selected woman who gave birth in the last two years. South Sudan was the first pilot country where FDS has been implemented. South Sudan hosted refugees since its independence in 2011, despite facing multiple social challenges and internal conflicts. By April 2024 South Sudan hosted 450,000 refugees, mostly from Sudan, Burundi, the Central African Republic, and other countries. The FDS in South Sudan collected data on a nationally representative sample of registered refugees and on a sample of the national population living in proximity of refugees located in the north of South Sudan. Data collection occurred between April and December 2023. The final realized sample of the FDS in South Sudan was composed of around 3,000 households, all located in rural areas. Among them, 68 per cent are refugee households and 32 per cent belong to host communities.

    UNHCR uses Post Distribution Monitoring (PDM) as a mechanism to collect feedback from the people with and for whom we work on the quality, sufficiency, utilization and effectiveness of the assistance items they receive. The underlying principle of the process is accountability, as well as a commitment to improving the quality and relevance of support provided, and related services. UNHCR increasingly uses cash based interventions (CBIs) as a preferred modality for delivering assistance, offering greater dignity and choice to displaced people in line with UNHCR’s core protection mandate. In order to ensure that the cash assistance provided meets the intended objectives and that desired outcomes are achieved, UNHCR conducts regular post-distribution and outcome monitoring with a sample of refugee recipients residing across the country. PDMs in Afghanistan are done on a quarterly basis. This dataset is a compilation of all PDMs completed in 2023 and thereby covers people who received CBI in Afghanistan in 2023. Feedback on the modality was collected from 2888 households throughout the year.

Comprehensive information on the needs and vulnerabilities of affected host communities is needed in order to inform the design and implementation of effective inter-sectoral programming. Against this background, a Joint Multi-Sector Needs Assessment (J-MSNA) was conducted to support detailed humanitarian planning, meeting the multi-sectoral needs of affected populations, and to enhance the ability of operational partners to meet the strategic aims of donors and coordinating bodies. Building on past J-MSNAs and other assessments, the 2023 J-MSNA aimed to provide an accurate snapshot of the situation with the specific objectives of (1) providing a comprehensive evidence base of the diverse multi-sectoral needs among refugee populations and the host community to inform the 2024 Joint Response Plan; (2) providing an analysis of how refugee population and host community needs have changed in 2023; and (3) providing the basis for a joint multi-stakeholder analysis process.     This dataset is a product of the “Spatial Profiling” initiative, a part of the Community-based Protection and Solutions Programme Response (Co-PROSPER). The project aimed to create an enabling protection environment in Kandahar and Herat cities through spatial profiling, which involved mapping city resources and services, UNHCR’s Persons we Serve (PwS) settlement areas, and analyzing the collected data for evidence-based humanitarian response planning. Funded by UNHCR, UN-HABITAT conducted spatial profiling of targeted locations in these cities, including Internally Displaced Persons (IDP) and returnees’ camps/settlements. The project also developed new strategic responses through settlement plans for these locations, recommending strategies like provision of basic services such as water, sanitation, access roads, drainage and flood mitigation measures, and shelter. The spatial profiling focused on mapping city resources and services, settlement areas including Land Allocation Scheme (LAS) sites, spontaneous settlements of returnees and IDPs, and private housing schemes. The data collected through the profiling was analyzed for evidence-based programming. This dataset is intended to facilitate the development of new settlement plans for selected settlements in cities, aiming to upgrade the settlements of IDPs in target areas and provide durable solutions for the inhabitants.

    Community-Based Protection Monitoring (CBPM) is one of UNHCR’s key tools to identify and monitor key protection issues including violations of rights, displacement, needs of vulnerable populations, access to rights and services, safety, freedom of movement, and occurrences of issues involving Gender Based Violence (GBV), Child Protection (CP), explosive hazards and Housing Land and Property (HLP), in order to identify persons in need of assistance, inform the humanitarian response and advocate for the protection of civilians. CBPM also serves as an evidence-base for design and implementation of protection programs. The methodology used has been jointly developed with the Afghanistan Protection Cluster (APC) and includes standardized data collection tools (HH, KII and FGDs). To monitor and compare the protection environment of girls, boys, men, and women , the data is disaggregated by age and gender that identifies adolescents, youth, and elderly, as well as population groups (i.e., refugees, refugee returnees, undocumented returnees, IDPs, IDP returnees, host communities). The CBPM was conducted between March and December 2023. 10,066 households were interviewed.

    UNHCR monitors and supports refugee returnees who have chosen to return to Afghanistan. As part of this process, UNHCR interviews refugees willing to return at the Voluntary Repatriation Centers in the country of asylum, assess the households' conditions for return through interviews at the Encashment Centers in Afghanistan and follows up on the returnees' situation in the areas of return one to six months later through phone surveys. Upon return to Afghanistan, returnees are assisted at four Encashment Centers with a cash grant to support their immediate humanitarian needs and transportation costs. In 2023, UNHCR replaced its long-standing VolRep procedures with the ARRD, which aims to strengthen the support to returnees. 2023 also saw mass returns from Pakistan under the Illegal Foreigner's Repatriation Plan. To support returned Afghans affected by this plan, UNHCR set up Forced Afghan Returns Enrollment (FARE), where household receive similar support and provide information about the conditions under which they return. This dataset is a compilation of datapoints collected through the FARE and ARRD on the 12,500 household UNHCR assisted in their returns. The objective of the interviews is to record details on the returnee households and family members including the amount of cash grant received. Data collected through the VolRep system are available for each year from 2010 to 2022.

    The dataset for the 2021 Libyan population Multi-Sectoral Needs Assessment can be requested here. The needs assessment covers protection, health, WASH, Shelter and NFI, Education, food security, livelihoods, cash, and markets. A total of 8871 household surveys were completed across 45 baladiyas (ADM3) in Libya. Due to ongoing COVID-19 restrictions and safety measures, all surveys took place over the phone. A non-probability, quota based sampling methodology was established, to ensure an accurate and robust cross-section of the Libyan population. Quotas were established for baladiyas (quota 1) and sub-groups within the population (non-displaced, IDPs, and returnees) (quota 2). Findings presented are not representative, and should be read only as indicative. Sampling of respondents was done primarily through Civil Society Organisation (CSO) networks, municipalities, International Non-Government Organisation (INGO) partners, and various local committees. 1000 of the total number of surveys were sampled through Random Digit Dialing (RDD) by a Libyan company specialized in this methodology. Additional sampling and data collection was done by international and national NGO partners and UN programmes. Quantitative data collection took place between 14 June and 31 July.

    The Whole of Afghanistan Assessment 2022 (Annual WoAA 2022) is a multi sectoral need assessment, conducted based on in-person household-level interviews. This data consists the results collected from the head of household across the country, and provides data on household`s different sectoral and intersectoral needs such as health, education, nutrition, WASH, food security, shocks, protection, and so on. Data for this assessment was collected using stratified cluster sampling and all findings calculated using this data have a minimum confidence level of 95% and a 5% margin of error at the national-level. Urban and rural findings are representative with a confidence level of 90% and a 9% margin of error at the provincial level. Findings of the refugee population have a minimum confidence level of 90% and a 7% margin of error at the provincial-level.

    Primary data will be collected by means of a household-level survey designed with the participation of the humanitarian clusters in Somalia. Cluster leads are asked to outline information gaps and the type of data required to inform their strategic plans. Key indicators are developed by REACH with the substantive input of participating partners, and subsequently validated by the clusters. REACH will draft the household survey tool through an iterative consultation process with cluster partners and OCHA and is aligned, as much as possible, with the Joint Inter-Sectoral Analysis Framework (JIAF) which will serve as a common and structured method for assessing the severity of needs across different clusters. The assessment will use stratified cluster sampling at the district level using settlements as the clusters and households as the unit of measurement. For some districts, 2-stage stratified random sampling will be used instead of stratified cluster sampling for large urban centres, if it proves to be more efficient and logistically feasible for data collection. The sample will be stratified by population group, disaggregated by non-displaced communities, and IDP settlements; the sample will be further stratified by district to ensure coverage and comparison across the entire country (with the exception of inaccessible areas). In the case of cluster sampling, the minimum cluster size will be set to 6 households. The sample size will be adjusted for the design effect and will enable generalisation of the results to each of the two population strata in each district, with a 90% confidence level and a 10% margin of error.

Conducted from July to September 2023 by a regional interagency team, the assessment aimed to understand refugees’ access to basic services, identify service gaps, and determine refugees’ priorities for the coming year. The data will inform the 2024 Refugee Response Plan, guiding funding and planning requirements for the continued refugee response in Romania. Key focus areas included the in-country refugee population, current level of access to services and how needs are being met, and refugees’ self-reported priorities moving forward. The comprehensive interagency effort provides a critical information baseline to shape an effective, evidence-based humanitarian response.

    The 2023 Multi-Sector Needs Assessment (MSNA) in BGRgaria evaluated the profiles and urgent needs of Ukrainian refugee households. Conducted as part of a regional Ukraine Situation response and used to inform the 2024 Regional Refugee Response Plan, the MSNA employed a nationally representative sample of 1,055 respondents. The National Statistics Institute and BGRgarian Council of Ministers endorsed the approach, which was consulted through an inter-agency forum under the refugee coordination model. External partner Global Metrics Ltd. coordinated July-August 2023 data collection, training, and analysis. Respondents were randomly selected based on refugee location data from the State Agency for Refugees, concentrated along the Black Sea coast. Limited comparisons were made to the 2022 MSNA in BGRgaria. The MSNA informed urgent needs and priorities to guide the refugee response in BGRgaria.
