    The Food and Agriculture Organization of the United Nations (FAO) has developed a monitoring system in 26 food crisis countries to better understand the impacts of various shocks on agricultural livelihoods, food security and local value chains. The Monitoring System consists of primary data collected from households on a periodic basis (more or less every four months, depending on seasonality). Data are collected through Computer-Assisted Telephone Interviews (CATI) and in-person surveys where the circumstances allow for field access. As the system is developed, the information collected and analyzed is being used to guide strategic decisions, to design programmes and to inform analytical processes such as the Integrated Phase Classification (IPC) and the Humanitarian Needs Overview (HNO). At the core of the system is a standardized household questionnaire administered to around 150,000 households per year across the 26 countries. Standardization permits comparisons across time and space, considerably enhancing the utility of the data for decision makers. At minimum the household data are representative at Admin 1 level (e.g. province, or region) and in frequent cases at Admin 2 level (e.g. district). Core funding for this initiative comes from the United States Agency for International Development (USAID). The initiative also benefits from support from the European Union and FAO’s Special Fund for Emergency and Rehabilitation (SFERA). In each aggregated field, the values indicate the frequencies of the different responses, expressed as a weighted percentage of the total sample. The present datasets represents aggregated data referring to household interviews performed after December 2022. At every new survey data release, after cleaning and validation phases, aggregated data is appended to the present dataset.     The UNHCR Results Monitoring Survey (RMS) conducted in Burundi in December 2022 aimed to assess the impact and outcomes on education, healthcare, livelihoods, protection, shelter, and water and sanitation among persons of concern to the UNHCR. This included refugees, internally displaced persons (IDPs), and returnees. The survey utilized a stratified sampling design, interviewing 796 households across 380 refugee, 325 returnee, and 91 IDP households, ensuring statistical representation. Data was gathered through face-to-face interviews using a standardized questionnaire available in French, Kirundi, and English, with the final data collection completed on December 18, 2022. The RMS provides critical insights to inform and guide UNHCR's multi-year strategic plans and stakeholder reporting.

Esta base de datos, desarrollada por el Departamento Administrativo Nacional de Estadística (DANE), ofrece una visión detallada y actualizada sobre las dinámicas del mercado laboral y los ingresos de los hogares en el país.     El departamento de Magdalena por muchas décadas ha sido una zona de múltiples afectaciones de índole humanitaria. El municipio Ciénaga particularmente ha sido un territorio receptor de victimas del conflicto armado debido a su cercanía a la Sierra Nevada de Santa Marta donde Grupos Armados No Estatales se resguardan estratégicamente para controlar el paso de tránsito entre varios departamentos donde se producen cultivos ilícitos y los puertos al norte del país por donde salen estos productos. Ciénaga a su vez ha recibido un flujo migratorio de población refugiada y migrante venezolana ya que es un territorio donde los costos de vida son relativamente bajos y queda ubicado cercano a territorios donde la producción agrícola es la principal actividad económica y pueden encontrar empleo. Por otro lado, Ciénaga al estar delimitado en el costado occidental por la Ciénaga Grande y en el norte por el Mar Caribe, el municipio de Ciénaga se encuentra expuesto a los riesgos por variabilidad climática que van de extremo a extremo. Por un lado, las temporadas de lluvias (fenómeno de la Niña) y las épocas de huracanes tropicales en el océano Atlántico ocasionan que anualmente la cabecera municipal presente inundaciones por crecimiento de la Ciénaga Grande y por erosión costera, lo cual deriva en victimas que pierden pertenencias dentro de sus viviendas e inclusive las mismas viviendas si estas están construidas de materiales inadecuados. Por otro lado, las épocas de sequía afectan las zonas rurales de Ciénaga ocasionando la muerte de cultivos y de animales. Una tercera problemática por inundaciones se presenta por las obras fallidas de drenaje y acueducto que ocasionan inundaciones en varios sectores del municipio.

    In response to ongoing conflict in Mali, a significant number of refugees have sought asylum in neighboring Niger, settling primarily in the refugee camps of Tabareybarey and the hosting zones of Intikane. To better understand and meet the food security and livelihood needs of these communities, a comprehensive household survey was conducted between January and June 2016. This survey, jointly overseen by the United Nations High Commissioner for Refugees and the World Food Programme, aimed to cover all households within these sites. However, the nomadic tendencies of the Malian refugee population posed challenges to achieving complete census. Despite these difficulties, the data collected is pivotal for informing targeted food distribution, cash assistance, and livelihood programs aimed at fostering self-reliance and economic inclusion. The survey's findings are crucial for refining the aid strategies of both UNHCR and WFP and serve as a baseline for future interventions in the region.

    The UNHCR Results Monitoring Survey (RMS) conducted in Burkina Faso from June to August 2022 aimed to gather data on refugees, asylum seekers, and internally displaced persons (IDPs) to monitor impact and outcome indicators in education, healthcare, livelihoods, protection concerns, shelter, and water and sanitation. Using a standard structured questionnaire, data was collected at both household and individual levels through Computer-Assisted Personal Interviewing (CAPI) and Computer-Assisted Telephone Interviewing (CATI). The sample frames were sourced from the “Conseil National de Secours d'Urgence et de Réhabilitation (CONASUR)” in December 2021 for IDPs and UNHCR's registration database, ProGresv4, for refugees and asylum seekers, resulting in 667 observations for RAS, 6 for refugee returnees, and 704 for IDPs. The survey results, which were submitted by August 28, 2022, contribute to UNHCR’s evidence base for multi-year strategic reporting to key stakeholders.

    Following the events of August 2017, the Rohingya community were affected by displaced. As of December 2023, more than 900,000 refugees were residing in 34 camps in Ukhiya and Teknaf. At the same time, the living conditions in the District of Cox's Bazar are below the national average. The area is particularly vulnerable to the effects of climate change as well as natural and human-induced hazards, which hinders significant development progress. The needs have been compounded by the refugee influx. The massive increase in households and associated stresses on available resources has led to tensions among the two population groups. Against this background, a Joint Multi-Sector Needs Assessment (J-MSNA) was conducted to support detailed humanitarian planning, meeting the multi-sectoral needs of affected populations, and to enhance the ability of operational partners to meet the strategic aims of donors and coordinating bodies. Building on past J-MSNAs and other assessments, the 2023 J-MSNA aimed to provide an accurate snapshot of the situation with the specific objectives of (1) providing a comprehensive evidence base of the diverse multi-sectoral needs among refugee populations and the host community to inform the 2024 Joint Response Plan; (2) providing an analysis of how refugee population and host community needs have changed in 2023; and (3) providing the basis for a joint multi-stakeholder analysis process. A total of 1,149 households were surveyed across the 11 unions of Teknaf and Ukhiya. Households were sampled from the Office of the the United Nations High Commissioner for Refugees' (UNHCR) host community database as well as UNHCR, World Food Programme (WFP) and International Organization for Migration (IOM) beneficiary databases using a stratified random sampling approach, with unions as the strata.     The Forced Displacement Survey (FDS) is UNHCR’s new flagship household survey programme designed to standardize, streamline, and build on the existing UNHCR survey landscape to produce high-quality and timely data on people forced to flee. The FDS is comparable across countries over time and aligned with international statistical standards. It has the purpose of providing actionable evidence to inform the government’s operational and policy-related data needs, as well as its humanitarian and development partners. As a multi-topic survey, the FDS collected household and individual level data on the socioeconomic characteristics and living conditions of targeted populations. Data was collected through face-to-face household interviews, where up to four household members aged 15 and above were interviewed: (1) the head of the household or a household member who was knowledgeable about the household; (2) a randomly selected household member who provided information about individual life experiences; (3) the caregiver of a randomly selected child under five years of age; and (4) a randomly selected woman who gave birth in the last two years. South Sudan was the first pilot country where FDS has been implemented. South Sudan hosted refugees since its independence in 2011, despite facing multiple social challenges and internal conflicts. By April 2024 South Sudan hosted 450,000 refugees, mostly from Sudan, Burundi, the Central African Republic, and other countries. The FDS in South Sudan collected data on a nationally representative sample of registered refugees and on a sample of the national population living in proximity of refugees located in the north of South Sudan. Data collection occurred between April and December 2023. The final realized sample of the FDS in South Sudan was composed of around 3,000 households, all located in rural areas. Among them, 68 per cent are refugee households and 32 per cent belong to host communities.

The underlying principle of the process is accountability, as well as a commitment to improving the quality and relevance of support provided, and related services. UNHCR increasingly uses cash based interventions (CBIs) as a preferred modality for delivering assistance, offering greater dignity and choice to displaced people in line with UNHCR’s core protection mandate. In order to ensure that the cash assistance provided meets the intended objectives and that desired outcomes are achieved, UNHCR conducts regular post-distribution and outcome monitoring with a sample of refugee recipients residing across the country. PDMs in Afghanistan are done on a quarterly basis. This dataset is a compilation of all PDMs completed in 2023 and thereby covers people who received CBI in Afghanistan in 2023. Feedback on the modality was collected from 2888 households throughout the year.

    Community-Based Protection Monitoring (CBPM) is one of UNHCR’s key tools to identify and monitor key protection issues including violations of rights, displacement, needs of vulnerable populations, access to rights and services, safety, freedom of movement, and occurrences of issues involving Gender Based Violence (GBV), Child Protection (CP), explosive hazards and Housing Land and Property (HLP), in order to identify persons in need of assistance, inform the humanitarian response and advocate for the protection of civilians. CBPM also serves as an evidence-base for design and implementation of protection programs. The methodology used has been jointly developed with the Afghanistan Protection Cluster (APC) and includes standardized data collection tools (HH, KII and FGDs). To monitor and compare the protection environment of girls, boys, men, and women , the data is disaggregated by age and gender that identifies adolescents, youth, and elderly, as well as population groups (i.e., refugees, refugee returnees, undocumented returnees, IDPs, IDP returnees, host communities). The CBPM was conducted between March and December 2023. 10,066 households were interviewed.

The objective of the survey is to monitor impact and outcome level indicators on education, healthcare, livelihoods, protection concerns, shelter, and water and sanitation. The results contribute to an evidence base for reporting against UNHCR’s multi-year strategies to key stakeholders. The RMS can be implemented in any operational context. A standard structured questionnaire has been developed for the RMS, which can be conducted as a stand-alone survey or flexibly integrated with other data collection exercises. The data includes indicators collected at both the household and individual (household-member) level, and results are statistically representative. This RMS took place in the Republic of the Congo between January and February 2023. The population of interest included refugees and asylum-seekers. The sampling frame was UNHCR's registration database (proGres) of 4,041 households. The sampling approach was random selection with stratification by area, selecting 1,900 households and 1,473 households were interviews. The mode of data collection was Computer-Assisted Personal Interviews (CAPI).

This data consists the results collected from the head of household across the country, and provides data on household`s different sectoral and intersectoral needs such as health, education, nutrition, WASH, food security, shocks, protection, and so on. Data for this assessment was collected using stratified cluster sampling and all findings calculated using this data have a minimum confidence level of 95% and a 5% margin of error at the national-level. Urban and rural findings are representative with a confidence level of 90% and a 9% margin of error at the provincial level. Findings of the refugee population have a minimum confidence level of 90% and a 7% margin of error at the provincial-level.

    The UNHCR Livelihoods Monitoring Framework takes a program-based approach to monitoring, with the aim of tracking both outputs and the impact of UNHCR dollars spent on programming (either via partners or through direct implementation). The process for developing the indicators began in 2015 with a review of existing tools and approaches. Consultations were held with governments, the private sector, field-based staff and civil society partners to devise a set of common, standardized measures rooted in global good practices. Since 2017, a data collection (survey) has been rolled out globally, and the participating operations conducted a household surveys to a sample of beneficiaries of each livelihoods project implemented by UNHCR and its partner. The dataset consists of baseline and endline data from the same sample beneficiaries, in order to compare before and after the project implementation and thus to measure the impact.     The 2023 Multi-Sector Needs Assessment (MSNA) in Moldova evaluated the profiles and urgent needs of Ukrainian refugee households. Conducted as part of a regional Ukraine Situation response and used to inform the 2024 Regional Refugee Response Plan, the MSNA employed a non-probability sample of 850 respondents. The National Bureau of Statistics and Moldovan Parliament endorsed the approach, which was consulted through an inter-agency forum under the refugee coordination model. External partner Impact-REACH coordinated August-September 2023 data collection, training, and analysis. Respondents were selected based on refugee location data from the Moldovan Refugee Council, concentrated along the border with Ukraine. While not statistically representative, the MSNA provided indicative insights to guide the refugee response in Moldova.

    The 2023 Multi-Sector Needs Assessment (MSNA) in Romania surveyed 1,222 households representing 3,485 individuals to evaluate the needs of refugees in the country. Conducted from July to September 2023 by a regional interagency team, the assessment aimed to understand refugees’ access to basic services, identify service gaps, and determine refugees’ priorities for the coming year. The data will inform the 2024 Refugee Response Plan, guiding funding and planning requirements for the continued refugee response in Romania. Key focus areas included the in-country refugee population, current level of access to services and how needs are being met, and refugees’ self-reported priorities moving forward. The comprehensive interagency effort provides a critical information baseline to shape an effective, evidence-based humanitarian response.
