    UNHCR MCO Thailand conducted the Post Distribution Monitoring of Cash Based Intervention to consider how cash support was received and spent, perceived risks and problems associated with multi-purpose cash assistance, and the accountability of the programme to urban refugees. The PDM was conducted four months after the Royal Thai Government (RTG) announced in August 2022 that COVID-19 would be downgraded from a 'dangerous communicable disease' to a 'communicable disease under surveillance' as part of the country's plan to enter a normal endemic period. The improvement in the COVID-19 situation is considered to have contributed to a gradual return of employment and resumption of support from sources other than CBI for urban refugees.

UNHCR supported refugee households in 4 states/provinces in India with cash assistance in 2022. The CBI PDM was conducted in December 2022 to assess outcomes of the assistancecovering 2537 households. Data was collected via a self administered email survey. Almost half the households receiving cash assistance are individuals without family. UNHCR’s cash assistance is beneficial to its recipients as respondents point to improved living conditions (91%), relieved financial burdens (91%) and reduction in feeling of stress (91%). In terms of coping strategies, 56% of all beneficiaries had to take out a new loan over the last three months.

    THE CBI PDM Household Survey was conducted in Tajikistan in January 2023. Tajikistan hosts the largest number of refugees in Central Asia, predominantly from neighbouring Afghanistan. While some progress has been achieved in areas such as access to health and education for refugees, livelihoods and self-reliance, though, continue to pose a challenge. As the result of Covid-19, refugees faced a myriad of challenges, including the loss of daily incomes and livelihoods to cover basic needs such as rent, food and health care. For refugees in Tajikistan, who largely rely on daily work, the impact of Covid 19 has been devastating as it has led to widespread unemployment. As a response measure, UNHCR jointly with its NGO partner provided Covid-19 cash assistance to 183 refugee households over the course of six months. The results from this survey suggest that cash assistance provided as an immediate measure to support vulnerable refugee households has had a positive impact on the lives of the respondents. Cash assistance predominantly has been spent to cover food, medicines and rent costs.     Uganda is home to over 1.5 million refugees, mostly from South Sudan, the Democratic Republic of the Congo and Burundi. With over 4,000 GBV incidents in the first 10 months of 2021, prevention and response activities remain a priority for the operation. Over 1,500 survivors of gender-based violence (GBV) received cash assistance from UNHCR, to help the recovery from traumatic experiences and cover the basic needs of her family. This intervention is part of a broader programme financed by the Central Emergency Response Fund (CERF) in 2021 to strengthen GVB prevention and response in five refugee settlements in Uganda, namely Rhino Camp, Bidibidi, Adjumani, Palorinya and Kyangwali. Following an in-depth needs assessment, UNHCR provided the cash assistance via mobile money to over 1,500 women at risk and GBV survivors. Each woman received approximately US $46 a month for eight months, in addition to a cellular phone and financial literacy training. This data is the result of a household survey used to measure the results of the programme. Data was collected via telephone interviews using a structured individual-level questionnaire.

    This data was collected as part of a post-distribution monitoring (PDM) exercise that had the aim of evaluating the key outcomes of the “Emergency And Protection Cash Assistance For Vulnerable Afghans In Pakistan” project. As part of the project, UNHCR provided 30,000 PKR emergency cash assistance to households with specific vulnerabilities with the aim of mitigating protection incidents / situations. Ninety four households across the country were provided with the one-off cash assistance. The PDM survey was conducted between March and April 2022 simultaneously across offices in Peshawar, Quetta and Islamabad. All interviews were done by telephone interview. Given the limited number of the total recipients of the cash assistance, the PDM attempted a full enumeration, however, only reached 62 recipients (65% response rate).

    Cash-based Interventions (CBIs) are a dignified form of assistance, giving recipients the ability to immediately prioritise and address their needs for food, shelter/accommodation, and other necessities. CBIs also directly complement community protection measures and support the local economy and can contribute to peaceful coexistence within and across communities. UNHCR Afghanistan has used cash-based interventions for several years for a wide range of purposes, including voluntary repatriation, basic needs, community-based protection, and livelihoods among others. UNHCR seeks to improve cash programming by regularly and systematically collecting information through post-distribution monitoring (PDM) on several aspects related to UNHCR’s CBIs including efficiency of cash delivery, access to markets, use of cash, unmet needs and coping strategies. Findings are expected to help UNHCR to improve the way the CBIs are designed and delivered. This PDM covers two CBI programmes delivered by UNHCR in in the Eastern Region of Afghanistan in 2020, cash for protection and cash for shelter. Cash for protection was designed to support households with specific protection profiles to cope with the socio-economic consequences of COVID-19 and avoid harmful coping strategies. Cash for shelter was designed to support vulnerable households with conditional cash grants to construct safe and dignified shelter. While the programmes were carried out countrywide, supporting 13,792 households with cash for protection and 506 with cash for shelter, the Eastern Region supported the largest number of CBI recipients. As such, this region was prioritized for the PDM data collection which took place in Kunar, Laghman, Nangarhar, and Nuristan provinces.

In 2020, through its partners Adonis Musati Project, Future Families, Refugee Social Services and Hand in Hand Development, UNHCR Southern African Multi-Country Office (SAMCO) provided multi-purpose cash (including for food, accommodation, household and hygiene items) to the most vulnerable refugees and asylum seekers in South Africa for a limited period of time (1 - 3 months) per individual, however, assistance could be extended after a re-assessment. The aim of the assistance was to focus essentially on life-saving and life-sustaining measures to vulnerable refugees and asylum seekers' needs. The CBI PDM was implemented by the partners after the intervention in their area was complete.

Post-Distribution Monitoring (PDM) is a mechanism to collect feedback on the quality, sufficiency, utilization and effectiveness of assistance. The underlying principle behind the process is linked to accountability, as well as a commitment to improve the quality and relevance of support provided, and related services. This CBI PDM took place in Anderambouane in the Ménaka region of Mali in April 2020. It includes 251 returnee and host community households out of 1,161 who received cash from UNHCR. Most returnees were refugees returning from Chinagodrare (Niger), with a small portion returning from internal displacement within the Ménaka region. The objective of the cash intervention was to support shelter, non-food items and basic needs. Each household received 150,000 FCFA.

    UNHCR increasingly uses Cash-Based Interventions (CBIs) as a preferred modality for delivering assistance, offering greater dignity and choice to forcibly displaced and stateless persons in line with UNHCR's core protection mandate. In order to ensure that the cash assistance provided meets the intended programme objectives and that desired outcomes are achieved, UNHCR conducts regular post-distribution and outcome monitoring with a sample or all of CBI recipients. Post-Distribution Monitoring (PDM) is a mechanism to collect feedback on the quality, sufficiency, utilization and effectiveness of assistance. The underlying principle behind the process is linked to accountability, as well as a commitment to improve the quality and relevance of support provided, and related services. This CBI PDM took place in Ampain, Egyeikrom, Fetentaa and Krisan camps and some urban/semi-urban areas outside of camps in Ghana in January 2021. It includes 96 refugee households out of 706 who received cash from UNHCR. The majority of refugees were from Côte d'Ivoire with others from Sudan and Togo. The amount of cash received was based on the size of the household where households with one to three members were supposed to receive 50.00 Ghanian Cedi, households with four to six members 70.00 Ghanian Cedi and household with greater than six members 70.00 Ghanian Cedi multiplied by 3 months.

    UNHCR conducted post-distribution monitoring (PDM) in February 2021 following cash-based interventions (CBI) for 2,378 refugees, asylum-seekers and returnees (930 households) in Abidjan, Bas Sassandra, Cavally, Guemon and Tonkpi, Côte d'Ivoire in 2020. The CBI aimed to address the social and economic consequences of the COVID-19 pandemic Several forms of cash intervention were carried out with different objectives. For refugees and host populations, it mainly involved covering living expenses, housing costs, school fees, one-off assistance to survivors of gender-based violence and funds for income-generating activities. Ivorian refugees returning to Côte d'Ivoire from abroad received cash as part of their return package. With the exception of living expenses, that were distributed monthly, all other cash was distrubted once for each activity for the year.

    From October to December 2020, UNHCR supported over 2,100 refugees (850 households) in Obo, Central African Republic from South Sudan and the Democratic Republic of the Congo with cash assistance to cover food needs. Each household was allocated 9,000 XAF per person per month. Post-distribution monitoring (PDM) of this assistance was conduected in January 2021 with the objectives of understanding the efficiency of the distribution process, accountability to the refugees and risk and problems faced. The PDM included a household survey and focus group discussions.
