In early 2019, UNICEF and the Cox's Bazar WASH sector identified a need to comprehensively map key WASH infrastructure using physical unique identifier (UUID) tags, in order to produce a database containing information about each piece of infrastructure across the camps. The objectives of this effort were to facilitate accurate, consistent spatial identification of unique infrastructure by all interested actors, to provide a baseline ‘snapshot’ of WASH infrastructure functionality at the time of coding, and to establish a common dataset to be used by all partners. The core infrastructure being covered by this exercise includes tubewells, latrines, and bathing facilities.

The dataset contains roads accessible by vehicles and trucks across the refugee camps in Cox’s Bazar Bangladesh, smaller routes and footpaths are not included, satellite imageries and ground verification was used in order to collect and consolidate this dataset. Ensuring adequate and safe shelter for the refugees has been the core part of UNHCR's response in the Rohingya Refugee Crisis Operation from the beginning of influx. Moving forward from emergency shelter kits (ESK) distribution to upgrade shelter kits (USK) distribution, in 2019 UNHCR has initiated a need based targeted shelter repair and replacement assistance to maintain adequate shelter conditions. In line with this approach, condition of the shelters have been assessed in order to identify the individual shelter needs and specific needs of vulnerable families by the technical staff of shelter partners according to criteria and information have been collected through GIS tool. A total of 59,920 shelters were assessed. Based on the outcome of the assessment, most vulnerable shelters have been provided shelter support for Repair and Replacement and less vulnerable shelters are also receiving support for repair and replacement.

Since August 2017, an estimated 728,306 Rohingya refugees have arrived in Bangladesh’s Cox’s Bazar District from Myanmar, bringing the total number of Rohingya refugees residing in Bangladesh to approximately 895,631. The rapid and massive increase of the refugee population, concentrated in the south of the district in Ukhia and Teknaf, has had an enormous impact on Bangladeshi host communities’ food security, economic vulnerability, market access, labour opportunities and environment. At the same time, the crisis has generated some positive impacts in terms of new labour and livelihood opportunities provided by the presence of a rapidly expanding humanitarian sector, and increased demand for goods and services by Rohingya themselves. The majority of available data on the host community populations of Ukhia and Teknaf pre-dates the current influx of refugees. While a number of post-influx assessments have included host community populations, the information they provide has significant limitations in terms of being able to serve as the basis for strategic prioritisation and decision-making. The assessment aims to identify the severity and geographical spread of acute needs within the host community population. Its primary audience is ISCG, sectors, sector partners, and humanitarian donors. In this respect, the long-term development needs of the population that are more likely to be met by government or development agency intervention are not the core focus of this assessment. Similarly, this assessment is not designed to assess the impact of the August 2016 refugee influx on the host community (though may serve as a point of triangulation for actors wishing to do so).

Based on requests from ECHO partners, REACH has worked to compile and map the location of cyclone shelters in Ukhia and Teknaf in the two Upazilas most affected by the Rohingya refugee influx of August 2017, in order to orient and inform humanitarian actors working in these locations. This database includes three lists of shelters: First, a list of shelters as designated on lists provided by the Cox's Bazar District Relief and Rehabilitation Officer (DRRO). Second, a list of cyclone shelters designated by the DRRO with additional structures reported to be shelters according to lists provided by the Cyclone Preparedness Programme (CPP), the District Disaster Managemen Plan (DDMP), Upazila Nirbahi Officers (UNOs), UNDP, IOM, UNHCR, WFP, the Local Government Engineering Department (LGED), and the Comprehensive Disaster Management Programme (CDMP). The third list mirrors the second list but also includes all of alternative names used by different agencies.

This shapefile (GIS) contains the existing and planned access road network of all Rohingya refugee camps including vehicle road, main path, footpath, military constructed Road and Planned roads.

Summary: This file represents digitization work carried out by UNOSAT and REACH using IOM-NPM drone imagery from April 2021. All fields should be indicative, the 'Type' field indicates whether the structure was thought to be fully build at the time imagery was taken. Limitations: Digitised areas show covered spaces within the camps. These may be latrines, tubewells, bathing stations, shelters or larger structures (many of which are multiple shelter joined under one continuous roof). This is also the case in previous 'shelter' footprints. Bridges are not included in this dataset, but many can be found in the previous 2019 footprint. Imagery is known to have horizontal offset of up to a few meters in some areas but is generally accurate. Work is ongoing by REACH to manually update the footprints to ensure that they accurately represent features in the field. As future iterations and improvements to the footprints are made, additional versions will be released. The work has not yet been fully ground truthed and is based on expert interpretation of UAV imagery. In addition to relying on imagery interpretation, the footprints are bound by the limitations present in the UAV images that were utilized.
