    In the US Department of Defense, Foreign Humanitarian Assistance (FHA) is defined as activities, normally in support of the United States Agency for International Development or Department of State, conducted outside the United States, its territories and possessions to relieve or reduce human suffering, disease, hunger or privation (Joint Publication 3-29). The Civil Affairs role in FHA is one of support to the commander’s operational function and to the administration of certain aspects of the FHA operation (ATP 3-57.20). Organisation Data Description: Civil Affairs (CA) conduct surveys in a methodical manner on specific locations within a geographic area. These surveys can include people, groups, locations, facilities or capabilities. The survey is a detailed assessment in which the object of the assessment is examined carefully, as during an inspection or investigation. During the survey, CA will use a variety of detailed checklists to collect detailed civil information on specific components of social, economic, governmental, legal, health, educational or infrastructure systems. Surveys can identify capabilities and capacities, to include shortfalls, of surveyed items. Surveys also provide information used to analyze specific areas of perceived civil vulnerabilities by identifying patterns and indicators
