Those with status granted before arrival in the receiving country include resettled refugees, and those who were living abroad at the time of application and whose application for permanent residence was considered concurrently with that of the protected person already living in the country. Refugee status can be granted on the basis of the 1951 Convention and the 1967 Protocol or pertinent regional instruments. The group may also include persons who qualify as refugees under national legal systems. Only refugees under the UNHCR mandate are covered here
