    UNHCR MCO Thailand conducted the Post Distribution Monitoring of Cash Based Intervention to consider how cash support was received and spent, perceived risks and problems associated with multi-purpose cash assistance, and the accountability of the programme to urban refugees. The PDM was conducted four months after the Royal Thai Government (RTG) announced in August 2022 that COVID-19 would be downgraded from a 'dangerous communicable disease' to a 'communicable disease under surveillance' as part of the country's plan to enter a normal endemic period. The improvement in the COVID-19 situation is considered to have contributed to a gradual return of employment and resumption of support from sources other than CBI for urban refugees.

    According to the Afghanistan Humanitarian Needs Overview 2023, 28.3 million people need humanitarian assistance with 9.7 million need Emergency Shelter and Non-Food Items (ES/NFI) assistance. The Rapid Assessment Mechanism (RAM) aims to provide a structured and standardized approach to identify and prioritize the population most in need of ES/NFI assistance as well as to inform allocations. Two rounds of data collection were completed in April and November 2022. In March April 10,900 interviews were conducted by 38 partners. In the following 2nd round, 8200 interviews were conducted. The survey covered 109 prioritised sites. 84% of surveyed households reported that they were unable to repair their shelter because of financial barriers. 81% reported not having sufficient winter clothes and 77% reported not having enough heating devices. Furthermore, 35% said they felt unsafe in their shelters.

    According to the Afghanistan Humanitarian Needs and Planned Response 2023, 28.3 million people are in need of humanitarian assistance and 9.7 million are in need of Emergency Shelter and Non-Food Items (ES/NFI) assistance. A nation-wide post-distribution monitoring (PDM) was conducted to provide an independent evaluation of the ES/NFI assistance delivered by partners. The target population included households who received one of the following four types of assistance between August and November 2022: cash for shelter repair & upgrade, cash for rent, inkind shelter repair & upgrade, and in-kind NFI support. This assessment was conducted by phone between 11-22 December and reached 735 respondent. The survey found that 95% of all beneficiary households reported being overall satisfied (38%) or very satisfied (57%) with the assistance delivered. Cash was the preferred modality for 95% of beneficiary households and 75% of beneficiary households reported that the condition of their shelter had improved largely (41%) or moderately (34%) as a result of the assistance.

    The situation inside Afghanistan deteriorated in 2022 and had significant consequences for the most vulnerable among the population. 1.6 million new arrivals have been witnessed in neighboring countries. While 5.3 million refugees returned to Afghanistan in phases since 2002, this trend has been declining in recent times with just over 6,500 people choosing to return in 2022. Since August 2022, UNHCR has maintained a non-return advisory for Afghanistan (reaffirmed February 2023), calling for a halt on forced returns of Afghan nationals. To assess people’s ability to access the right to return and map potential protection risks and human rights violations faced by people, over 55,000 interviews were conducted with people across six crossing points from Pakistan, Iran and Central Asia into Afghanistan. Interviews were conducted through out 2022. Interviewees were selected to gain an understanding of triggers, intentions and reasons for Afghan cross-border movements and assess access to territory. Iran and Pakistan, which are neighbours of Afghanistan, also host some 8.2 million registered Afghan refugees and other Afghans with different statuses. The majority of registered refugees fled Afghanistan over the years, including from as early as 1979. UNHCR border monitoring seeks to understand the triggers, intentions and reasons for Afghan cross-border movements, assess access to territory and “the right to seek asylum” as well as the barriers which hinder the movement of people who may need international protection. In 2022, more than 78,000 interviews were conducted with people across six crossing points into Pakistan, Iran and Central Asia from Afghanistan. This dataset is the anonymized version of the original data.

    Routine monitoring of the WASH services provided is paramount for quality assurance, ensuring the set standards are met within stipulated timelines, challenges are identified in time and solutions are sought. UNHCR (Cox’s Bazar Field Office) conducted the third round of its WASH Knowledge, Attitude and Practice (KAP) survey from 12th October to 7th November 2022 in UNHCR’s area of operation in Kutupalong and Teknaf. Five WASH partners implemented the survey.     Around 30,000 refugees have been relocated by the Bangladesh government to Bhasan Char, and further plans exist to relocate about 100, 000 refugees. To assess the conditions relocated refugees live under and that future relocations could be subject to, the Cox's Bazar Panel Survey was extended to cover Bhasan Char. The panel survey was jointly led by Gender & Adolescence: Global Evidence programme from ODI, UK, the Poverty & Equity Global Practice of the World Bank, and the Yale Research Initiative on Innovation and Scale (Y-RISE) at Yale University. Some questions were rephrased or added to fit the island context and did not cover host communities as no Bangladeshi nationals other than support staff live on the island.     UNHCR uses Post Distribution Monitoring (PDM) as a mechanism to collect refugees’ feedback on the quality, sufficiency, utilization and effectiveness of the assistance items they receive. The underlying principle of the process is accountability, as well as a commitment to improving the quality and relevance of support provided, and related services. UNHCR increasingly uses cash based interventions (CBIs) as a preferred modality for delivering assistance, offering greater dignity and choice to displaced people in line with UNHCR’s core protection mandate. In order to ensure that the cash assistance provided meets the intended objectives and that desired outcomes are achieved, UNHCR conducts regular post-distribution and outcome monitoring with a sample of refugee recipients residing across the country. This PDM covered people who received CBI in Kazakhstan in early 2023. Feedback on the modality was collected from 19 households in September and October of 2023.

The majority of registered refugees fled Afghanistan over the years, including from as early as 1979. UNHCR has expanded its border monitoring in Afghanistan to include unofficial crossing points to understand flows and frequency on Afghans departing via these points, assess to territory and “the right to seek asylum” as well as the barriers which hinder the movement of people who may need international protection. Interviews at unofficial crossing points were held with key informants such as local residents in border areas, drivers, hotel and restaurant owners or border officials in over 50 locations, through Kunduz, Jalalabad, Herat, Gardez, Mazar and Kandahar field locations. Key informants gave estimates of weekly flows and their composition. This monitoring activity found that the majority of movements to Iran (84%) happen via unofficial border crossings, while less than 1% of movements to Pakistan happen via unofficial border crossings.     Representative survey of Afghan refugee households residing in Tajikistan was conducted in October – December 2022 with the objective to better understand the profile, aspirations and needs of Afghan refugees residing in Tajikistan, and to identify the current and future needs for support of refugees, in particular with respect to social assistance and labor programs. 1985 Afghan refugee and asylum seeker households registered with UNHCR were interviewed in Districts of Republican Subordination (DRS), Sughd oblast, Khatlon oblast, Dushanbe. Questionnaire covered such data as Household and individual profile, Legal status, Employment and labor market aspirations, Migration history and future migration intention, Social networks, Housing, utilities & health, Trust, social cohesion and mental health, Gender: household decisions and social norms. The qualitative study was aimed to assess barriers and enablers of socio-economic integration of Afghan refugees in Tajikistan. The objectives of the assessment were to explore socio-economic background, human and social capital of refugees and their family members, immediate and long-term needs of refugees and host communities that could facilitate socio-economic integration; determine refugees’ and host communities’ expectations and concerns and propose feasible solutions to address or mediate convenes through public policy programs and projects; reveal potential risks for refugees and host communities and barriers to socio- economic integration of refugees in Tajikistan. 250 participants were interviewed in December 2021 - January 2022 via Semi-structured and interviews and Focus Group Discussions (FGD).

Respondents were selected based on refugee location data from the Moldovan Refugee Council, concentrated along the border with Ukraine. Respondents were randomly selected based on refugee location data from the State Agency for Refugees, concentrated along the Black Sea coast. Limited comparisons were made to the 2022 MSNA in BGRgaria. The MSNA informed urgent needs and priorities to guide the refugee response in BGRgaria.

    The Vulnerability Assessment Framework (VAF) is a key tool used by humanitarian and development organizations in Jordan. It contributes to coherent vulnerability identification and programme delivery across sectors. The tool and sector-specific indicators have been developed by the Inter-Sector Working Group (ISWG), in close coordination with the Sector Leads. The VAF consolidates all sector-specific assessments into one, with the intent of deduplicating data collection exercises and minimizing the burden on refugee households. For the sixth VAF population study in 2023, refugee households residing in host communities were randomly sampled across all governorates to explore thematic and sectoral vulnerabilities for refugee populations of all nationalities within Jordan.     The UNHCR Livelihoods Monitoring Framework takes a program-based approach to monitoring, with the aim of tracking both outputs and the impact of UNHCR dollars spent on programming (either via partners or through direct implementation). The process for developing the indicators began in 2015 with a review of existing tools and approaches. Consultations were held with governments, the private sector, field-based staff and civil society partners to devise a set of common, standardized measures rooted in global good practices. Since 2017, a data collection (survey) has been rolled out globally, and the participating operations conducted a household surveys to a sample of beneficiaries of each livelihoods project implemented by UNHCR and its partner. The dataset consists of baseline and endline data from the same sample beneficiaries, in order to compare before and after the project implementation and thus to measure the impact.
