    The INFORM Severity Index is a regularly updated, and easily interpreted model for measuring the severity of humanitarian crisis globally. It is a composite index, which brings together 31 core indicators, organised in three dimensions: impact, conditions of affected people, and complexity. All the indicators are scored on a scale of 1 to 5. These scores are then aggregated into components, the three dimensions (Impact, Conditions, Complexity), and the overall severity category based on the analytical framework. The three dimensions have been weighted according to their contribution to severity: impact of the crisis (20%); conditions of affected people (50%); complexity (30%). The weightings are currently a best estimate and will be refined using expert analysis and statistical methods. Each crisis will fall into 1 of 5 categories based on their score ranging from very low to high. ACAPS – an INFORM technical partner – is responsible for collection, cleaning, analysis and input of data into the model and the production of the final results.     The INFORM subnational model for South East Europe for 3 pilot countries: Albania, Montenegro and North Macedonia, was initiated by UNDRR Regional Office for Europe and Central Asia (ROECA) and the Secretariat of Disaster Preparedness and Prevention Initiative for South East Europe (DPPI SEE) upon prior consent of all DPPI SEE Member States. The INFORM model has been developed under supervision of the EC's JRC INFORM team and financial support from USAID BHA. The INFORM risk index results were produced in close collaboration with national and regional organization/data providers followed by regular meetings of the Regional Working Group (RWG) on INFORM. The RWG members are 2-3 representatives from each Government in the pilot countries (represented by their national civil protection authorities), including the Sendai Monitor National Focal Point, DPPI SEE Secretariat and UNDRR ROECA. Partners hope to use the model to improve cooperation between humanitarian and development actors in managing risk and building resilience across the region. INFORM identifies areas at a high risk of humanitarian crisis that are more likely to require international assistance. The INFORM model is based on risk concepts published in scientific literature and envisages three dimensions of risk: Hazards & Exposure, Vulnerability and Lack of Coping Capacity. The INFORM model is split into different levels to provide a quick overview of the underlying factors leading to humanitarian risk. The INFORM subnational model for South East Europe is developed at the first administrative level (corresponding to the subnational regions, capitals and municipalities) of Albania, Montenegro and North Macedonia. The INFORM risk index was calculated for 44 administrative units. The INFORM index supports a proactive disaster risk management framework. It will be helpful for an objective allocation of resources for disaster risk reduction and management as well as for coordinated actions focused on anticipating, mitigating, and preparing for humanitarian emergencies. It also identifies areas for improvement in national disaster data availability and compliance with implementation of Sendai Framework for DRR, SDGs and other global initiatives.

    This data was developed as part of the Modelling Exposure Through Earth Observation Routines (METEOR) project and is a Level 1, or a global-quality exposure data set. Minimal country-specific data was collected. The data is intended for CAT modeling and loss estimation. Repurposing this data for any reason other than assessing risk is not recommended. The data presents the estimated number of buildings, building area, and rebuilding value at a 15-arcsecond grid resolution (approximately 500 meters at the equator). This data set is in point shapefile format where the points represent the centroids of the 15-arcsecond grid. The results were created through a process of spreading the number of buildings to the 15-arcsecond level by a statistical assessment of moderate resolution EO data, which is described in more detail in the dasymetric mapping lineage processing step. The estimated building count at any given area is a result of statistical processes and should not be mistaken as a building count. The structural classes of buildings used for risk assessment are estimated given the building wall, floor, and roof material classes surveyed through 2002 Population and Housing Census - Volume 1. Analytical report. Additionally, the data is provided in Open Exposure Data (OED) import format, as a pair of CSV files.
