The Humanitarian Situation Monitoring (HSM) is a quarterly community-level multi-sectoral needs assessment. It builds upon the previously implemented Hard-to-Reach assessment and expanded its geographic coverage to encompass the entire country in early 2022, due to the shift in context. HSM aims to collect and then triangulate information regarding service provision, sectoral needs, and vulnerabilities in Afghan communities regularly, in order to support geographical and sectoral prioritizations, particularly in light of the rapidly evolving context in Afghanistan. This round of HSM also seeks to complement the annual household-level 2023 Whole of Afghanistan Assessment, which assesses the multi-sectoral and sectoral needs of target populations in the Humanitarian Needs and Response Plan (HNRP), by filling in information gaps and enhancing response capacity for district-level prioritization.

Humanitarian Situation Monitoring aims to collect and then triangulate information regarding service provision, sectoral needs, and vulnerabilities in Afghan communities, in order to then support geographical and sectoral prioritizations within the 2022 humanitarian response in Afghanistan, particularly in light of the rapidly evolving context in Afghanistan. The key-informant-based HSM methodology uses settlements as the unit of analysis, using a structured survey tool to interview key informants about the situation in their settlement. A sampling frame covering all 401 districts in Afghanistan was used, covering a minimum of 10% of total settlements in each district. To achieve geographical spread across each district, at least three key informant interviews (KIIs), in a number proportionate to the number of settlements, were conducted in each Basic Service Unit (BSU). To determine a BSU (defined as an economic/geographic service unit which relies on the same services, i.e. healthcare clinics and schools, and common public spaces, i.e. markets and roads), participatory mapping of settlements and services available was conducted prior to data collection. Any analysis conducted using the data in this file will generate statistically non-representative results, as the key informant methodology is indicative

The 2022 Multi-Sector Needs Assessment (MSNA), conducted by the REACH Initiative in close collaboration with the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), aims to identify and assess multi-sectoral and sector-specific needs, circumstances, and vulnerabilities of households across the entirety of the Occupied Palestinian Territories (oPt). The assessment is designed to directly inform joint humanitarian-development planning across the oPt through the provision of comprehensive, multi-sectoral data and inter-sectoral analysis. In particular, the MSNA serves as a critical information resource for Humanitarian Program Cycle (HPC) activities, principally the development of the Humanitarian Needs Overview (HNO) and the Humanitarian Response Plan. All data collection activities for the MSNA were conducted by the Palestinian Central Bureau for Statistics (PCBS) and took place from May 30 to July 6. A total of 8,331 households were assessed, of which 4,152 were in the Gaza Strip and 4,179 in the West Bank, including 244 in East Jerusalem. Analysis findings at the strata level, meaning the localities of the Gaza Strip, the governorates of the West Bank according to “Oslo Area”, East Jerusalem, and H2, are statistically representative with a 95% level of confidence and a +/- 9% margin of error. Findings at the governorate level, for both the West Bank and Gaza, are representative at a higher degree of accuracy.

This dataset contains neighborhoods of several towns in Libya Contains name of neighborhood (name_neigh), admin level (1 and 2), mantika, baladiya (when available), muhalla (Ubari only), data of data collection and data collection method. Data collection was done by participatory mapping, with 2 different methods, depending on cities. Thus, data must not be considered as official boundaries: In Azzawya, Derna, Ejdabia, Tawergha, Sebha, Sultan, Ubari and Zouitina areas, the neighborhood boundaries have been identified and drawn in consultation with local governance stakeholders through a participatory mapping focus group discussion (FGD in the source field of the dataset). In Albayda, Benghazi, Ghat, Misrata, Zliten, Tripoli, Zoltan and Zwara areas, the neighborhood boundaries have been identified and drawn by the REACH Senior Field Officers and ACTED Area Coordinators, based on their knowledge of the area.

The HSM Pilot aims to monitor how the needs in the districts that were assessed under the Whole of Afghanistan Assessment (WoAA 2021) are evolving under the rapidly changing context in Afghanistan, whilst providing sufficient longitudinal data to allow for the development of an analytical framework that would allow a regular monitoring of humanitarian needs. This pilot is a one-time assessment designed to demonstrate the utility of a broader HSM designed and led by the humanitarian response in Afghanistan. HSM would aim to inform both the geographical and sectoral prioritization to inform a tailored and evidence-based response. To determine the assessment framework, an adapted Hard to Reach (HtR) methodology was used. At least three key informant interviews (KIIs), in a number proportionate to the number of settlements, were conducted in each Basic Service Unit (BSU). To determine a BSU, participatory mapping of settlements and services available were conducted prior to data collection. Key informant networks were developed to cover the entirety of selected districts, stratifying each district’s network by BSU to ensure a minimum of 3 KIs per BSU, each with information covering a different settlement than the others. Any analysis conducted using the data in this file would generate statistically non-representative results, as the key informant methodology is indicative.

REACH initiative, in coordination with the Camp Coordination and Camp Management (CCCM) Cluster, conducted the XV round of Camp Profiling and the eighth round of Movement Intentions in IDP camps. Both assessments seek to understand the multi-sectoral needs of IDPs in camps, their movement intentions in the short and long term, and the barriers that IDPs face to return to their area of origin (AoO).

Findings presented in this data set are based on data collected by REACH as part of a rapid camps and sites assessment to provide insight on: How many new IDP arrivals are arriving to camps, informal settlements, collective centres, or transit reception centres reported at the site level since Dec. 18th Movement intentions of the new IDP arrivals in the coming two weeks Identify priority needed items by sector of the new IDP arrivals. Data was collected in 150 communities across eight sub-districts in Northern Idleb and Western Aleppo from 25 to 27 December 2019 through REACH enumerators who surveyed one Key Informant (KI) per community on internally displaced persons' (IDPs) camps and sites nearest to their community. In order to qualify as camp or site, a site had to have 5 or more IDP households living on its premises. 1,253 camps and sites were assessed across 150 communities. IDP numbers solely represent newly arrived IDPs (5 or more HH) to planned camps, informal settlements, collective centres, and transit reception centres, and do not account for total camp or site IDP populations or IDPs within the host communities. The definition of IDPs used by enumerators for this assessment was ‘Individuals or groups of people who have been forced to leave their homes or places of habitual residence, in particular as a result of or in order to avoid the effects of armed conflict, situations of generalised violence, violations of human rights, or natural or man-made disasters, and who have not crossed an international border'. The definition of planned camp was 'A planned camp is a place where IPDs find accomodation on purpose-built sites, where service infrastructure is provided and distribution take place. The camp is established by an accountable humanitarian actor and to the extent possible, meet the minimum SPHERE standards'. The definition of informal settlements was 'Otherwise known as a self-settled camp or a spontaneous site, hosting 5 or more IDP households. IDPs may settle in a camp that is independent of assistance from the government or humanitarian community. They are a group of tented, or other types of housing units, or unfinished buildings established by IDPs themselves or by non-experienced actors, often erected on land that the occupants have no legal claim to. IDPs intend to stay in this location for an extended period of time. At the moment, most of the so-called IDP camps in Syria fall under this category. ' The definition of collective centres was 'A pre-existing building or other structure used to host 5 or more IDP households, e.g. public buildings, schools, mosques, private collective building' The definition of transit reception centres was 'Otherwise known as transit camps, they provide temporary accomodation for displaced persons pending transfer to a suitable, safe, longer term camp, or at the end of an operation as a staging point of return. Reception/transit centres are usually either intermediate or short-term installations. These sites are often established during extremely large displacements.' Information should be considered as reflective of the situation at the time of data collection, given the dynamic situation in the region. In addition, information should be considered as indicative, and not representative, of the situation.

This dataset comprises of 644 facilities that were classified as not exposed to a flood or landslide hazard within the 21 Kutupalong Refugee Camps to assess which facilities would be optimal for further shelter upgrades and reinforcement. An index was created for prioritization and of these 644 sites, 224 were identified as having optimal indicators for further site visits. Corresponding maps for these 224 sites can be found on the REACH Resource Centre or ReliefWeb. It should be noted that ALL 644 facilities not exposed to a flood or landslide hazard should be explored as viable options for awareness raising to the local Camp/Majhee populations. For further information regarding the indicators used for the analysis please see the caveats section below.
