    The UNHCR Results Monitoring Survey (RMS) is a household-level survey covering people who are directly or indirectly assisted by UNHCR. In Nepal the survey covered refugees and Asylum Seekers. The objective of the survey is to monitor impact and outcome level indicators on education, healthcare, livelihoods, protection concerns, shelter and social protection. The results contribute to an evidence base for reporting against UNHCRโ€™s multi-year strategies to key stakeholders. The RMS can be implemented in any operational context. A standard structured questionnaire has been developed for the RMS, which can be conducted as a stand-alone survey or flexibly integrated with other data collection exercises. The questionnaire was adapted to the Nepali context and programme objectives by removing, e.g. questions related to camp settings. Additionally, an extended module socio-economic markers was included. The data includes indicators collected at both the household and individual (household-member) level. The survey covered 361 household amounting to 1292 individuals.

The objective of the survey is to monitor impact and outcome level indicators on education, healthcare, livelihoods, protection concerns, shelter, and water and sanitation. The results contribute to an evidence base for reporting against UNHCRโ€™s multi-year strategies to key stakeholders. The RMS can be implemented in any operational context. A standard structured questionnaire has been developed for the RMS, which can be conducted as a stand-alone survey or flexibly integrated with other data collection exercises. The questionnaire was adapted to the Malaysia context and programme objectives and focused on e.g., health, education and employment. The data includes indicators collected at both the household and individual (household-member) level. The survey covered 1103 household containing 3027 individuals, and results are statistically representative.

In Myanmar, respondents included internally displaced persons, returnees, stateless and host community. The objective of the survey is to monitor impact and outcome level indicators on education, healthcare, livelihoods, protection concerns, shelter, and water and sanitation. The results contribute to an evidence base for reporting against UNHCRโ€™s multi-year strategies to key stakeholders. The RMS can be implemented in any operational context. A standard structured questionnaire has been developed for the RMS, which can be conducted as a stand-alone survey or flexibly integrated with other data collection exercises. The questionnaire was adapted to the Myanmar context and programme objectives by including, e.g. the IDP module. Questions related to Accoutability to Affected Populations (AAP) and service provision were added. A mixed methodology of remote and in-person interview was applied to allow for inclusion of respondents in areas not accessible to data collectors, e.g. rakhine state. The data includes indicators collected at both the household and individual (household-member) level. The survey covered 4444 household amounting to 19009 individuals.

    With the goal of supporting the Inter-Agency Regional Response Plan (RRP) and to enable planning among key humanitarian actors through the provision of updated information on multi-sectoral needs and priorities of refugees from Ukraine, the Regional Refugee Coordination Forum (RCF) agreed on a regional approach to the implementation of inter-agency multi-sectoral needs assessments (MSNA) in 2023. The assessments were conducted around summer of 2023, using a similar methodological approach and a harmonized questionnaire aiming at having comparable results to better inform and prioritize the humanitarian response. This comprehensive regional dataset was compiled by consolidating MSNA datasets from seven countries: Poland, Slovakia, Hungary, Czechia, Moldova, Romania, and Bulgaria.

    The situation inside Afghanistan deteriorated in 2021 and had significant consequences for the most vulnerable among the population. Iran and Pakistan, which are neighbours of Afghanistan, also host some 8.2 million registered Afghan refugees and other Afghans with different statuses. The majority of registered refugees fled Afghanistan over the years, including from as early as 1979. UNHCR has expanded its border monitoring in Afghanistan to include unofficial crossing points to understand flows and frequency on Afghans departing via these points, assess to territory and โ€œthe right to seek asylumโ€ as well as the barriers which hinder the movement of people who may need international protection. Interviews at unofficial crossing points were held with key informants such as local residents in border areas, drivers, hotel and restaurant owners or border officials in over 50 locations, through Kunduz, Jalalabad, Herat, Gardez, Mazar and Kandahar field locations. Key informants gave estimates of weekly flows and their composition. This monitoring activity found that the majority of movements to Iran (81%) happen via unofficial border crossings, while less than 18% of movements to Pakistan happen via unofficial border crossings.     Following the change in authority in Afghanistan on 15 August 2021 and the resulting declaration of a Level 3 emergency, UNHCR introduced a rapid assessment methodology to quickly assess humanitarian and protection needs throughout the country as part of scale-up by UNHCR to respond to the unfolding crisis - an effort that continued throughout 2023. The primary focus of the assessments were IDPs and IDP returnees who account for the majority of the households interviewed in these assessments. Nonetheless, as UNHCR takes a whole-of-community approach in its assistance programme, vulnerable host community members were also assessed, alongside a small number of refugee returnees, asylum seekers and refugees, as well as deported and spontaneous returnees under an area-based approach. The Rapid Household Assessments (RHAF) covers all 34 provinces.

    Since December 2020, the Government of Bangladesh has led the establishment of refugee facilities on the island of Bhasan Char in the Bay of Bengal and the delivery of relief services in partnership with civil society organizations. Currently nearly 31,000 Rohingya refugees live on Bhasan Char. With the continuous increase of the population on the island through relocations of Rohingya refugees from Coxโ€™s Bazar, it has become imperative to have a more comprehensive view of the needs and capacities of the population on the island. Against this background, a joint multi-sector assessment was implemented by REACH under UNHCR leadership with the following objectives: (1) to inform an evidence-based prioritisation and resource allocation to effectively plan and design programming activities around; (2) to harmonise data collection efforts to avoid duplication of efforts and resources, minimise intrusion into the lives of beneficiaries, and maintain compatibility, quality, and comparability; (3) to provide the basis for a joint multi-stakeholder needs analysis and interpretation process. The surevey found that almost that two thirds of households (67%) reportedly faced challenges in making ends meet financially. A further 88% faced some challenge in accessing health cares. About half of the respondents (46%) information needs were not met, which included information on how to find work (as reported by 17% of households as an information need) or how to get food assisstance(24%). Only 2 % said they struggled with information about access to protection services. 41% reported the WASH facilities were considered unsafe by women and girls in their household.     Routine monitoring of the WASH services provided is paramount for quality assurance, ensuring the set standards are met within stipulated timelines, challenges are identified in time and solutions are sought. UNHCR (Coxโ€™s Bazar Field Office) conducted the third round of its WASH Knowledge, Attitude and Practice (KAP) survey from 15th to 23rd November 2023 in UNHCRโ€™s area of operation in Kutupalong and Teknaf. Five WASH partners implemented the survey. The objectives of the study were: 1. To monitor and evaluate impacts of UNHCR WASH interventions in camps; 2. To identify and measure weaknesses and gaps in UNHCR WASH interventions in 2023; 3. To provide guidance for UNHCR WASH future interventions and future sustainable WASH programming for Rohingya refugees; 4. Be able to compare UNHCR Bangladesh WASH interventions to UNHCR Global KAP standards.

    UNHCR uses Post Distribution Monitoring (PDM) as a mechanism to collect refugeesโ€™ feedback on the quality, sufficiency, utilization and effectiveness of the assistance items they receive. The underlying principle behind the process is linked to accountability, as well as a commitment to improve the quality and relevance of support provided, and related services. UNHCR increasingly uses cash based interventions (CBIs) as a preferred modality for delivering assistance, offering greater dignity and choice to Persons of Concern (PoCs) in line with UNHCRโ€™s core protection mandate. In order to ensure that the cash assistance provided meets the intended objectives and that desired outcomes are achieved, UNHCR conducts regular post-distribution and outcome monitoring with a sample of refugee recipients residing across the country.
