    According to the Afghanistan Humanitarian Needs and Planned Response 2023, 28.3 million people are in need of humanitarian assistance and 9.7 million are in need of Emergency Shelter and Non-Food Items (ES/NFI) assistance. A nation-wide post-distribution monitoring (PDM) was conducted to provide an independent evaluation of the ES/NFI assistance delivered by partners. The target population included households who received one of the following four types of assistance between August and November 2022: cash for shelter repair & upgrade, cash for rent, inkind shelter repair & upgrade, and in-kind NFI support. This assessment was conducted by phone between 11-22 December and reached 735 respondent. The survey found that 95% of all beneficiary households reported being overall satisfied (38%) or very satisfied (57%) with the assistance delivered. Cash was the preferred modality for 95% of beneficiary households and 75% of beneficiary households reported that the condition of their shelter had improved largely (41%) or moderately (34%) as a result of the assistance.

    The situation inside Afghanistan deteriorated in 2022 and had significant consequences for the most vulnerable among the population. 1.6 million new arrivals have been witnessed in neighboring countries. While 5.3 million refugees returned to Afghanistan in phases since 2002, this trend has been declining in recent times with just over 6,500 people choosing to return in 2022. Since August 2022, UNHCR has maintained a non-return advisory for Afghanistan (reaffirmed February 2023), calling for a halt on forced returns of Afghan nationals. To assess people’s ability to access the right to return and map potential protection risks and human rights violations faced by people, over 55,000 interviews were conducted with people across six crossing points from Pakistan, Iran and Central Asia into Afghanistan. Interviews were conducted through out 2022. Interviewees were selected to gain an understanding of triggers, intentions and reasons for Afghan cross-border movements and assess access to territory. This dataset is the anonymized version of the original data.

    The situation inside Afghanistan deteriorated in 2021 and had significant consequences for the most vulnerable among the population. Iran and Pakistan, which are neighbours of Afghanistan, also host some 8.2 million registered Afghan refugees and other Afghans with different statuses. The majority of registered refugees fled Afghanistan over the years, including from as early as 1979. UNHCR border monitoring seeks to understand the triggers, intentions and reasons for Afghan cross-border movements, assess access to territory and “the right to seek asylum” as well as the barriers which hinder the movement of people who may need international protection. In 2022, more than 78,000 interviews were conducted with people across six crossing points into Pakistan, Iran and Central Asia from Afghanistan. This dataset is the anonymized version of the original data.

    UNOSAT code: EQ20231008AFG, GDACS ID: 1394952 On the 7th of October 2023, a 6.3 magnitude earthquake struck the Herat province in the western part of Afghanistan. The epicentre was located 40 km north-west of Herat City and caused damage and destruction that triggered humanitarian needs for the local populations. The situation worsened when a second and a third strong earthquakes struck the region few days later, respectively on the 11th and 15th of October. The local government reported that the number of deaths was above 2000 people. After the earthquake, UNOSAT quickly estimated that more than a million people were living with the intensity zones above V. It was also estimated that between 150,000 and 230,000 buildings were located within the affected zones. The United Nation Office for the Coordination of Humanitarian Affairs (UNOCHA) reported that the worst affected districts correspond to Herat, Injil and Zindajan district with more than 21,500 destroyed homes. Furthermore in the Herat Province more than 230,000 homes have been impacted by the earthquake and 37,139 families have been left without home living in temporary shelter or open spaces (UNOCHA). At least 40 health facilities were affected during the earthquake, hampering the access to healthcare for an estimated of 580,000 people. One month after the earthquake people displaced from their home still suffer as the winter is approaching and temperatures are dropping (UNHCR).

    The ICA is a process of consultations supported by mapped-out data that produces a strategic plan describing where different combinations of programme themes are appropriate to achieve goals of reducing food insecurity and climate related shock risk. The ICA combines multi-year food security trends with natural shock risk data to highlight sub-national areas where different programme strategies make sense. Food security trend maps shows areas where safety nets can address regular food insecurity, and others where shocks make recovery more important. Climate-related natural shock risk maps show where DRR, preparedness and early warning efforts can complement food-security objectives. Atop this core foundation, mapped data on subjects including nutrition, gender, livelihoods and resilience can enrich theme-level strategic planning in which all pieces work together. The full group of ICA partners discuss these analytical results to arrive at strategic programmatic directions.

UNOSAT has analysed 4 areas for a total of 750km² and detected 56 affected settlements, amongst which 38 are moderately affected, 3 severely affected and 15 are almost destroyed. The map illustrates also the coseismic surface displacement interferogram related with the 7 October 2023 earthquake as deduced using a pair of SAR images acquired on 07 Oct. 2023 and 25 Sep. 2023. Narrow fringes translate a higher surface displacement. This is a preliminary analysis and has not yet been validated in the field.
