    Humanitarian Situation Monitoring aims to collect and then triangulate information regarding service provision, sectoral needs, and vulnerabilities in Afghan communities, in order to then support geographical and sectoral prioritizations within the 2022 humanitarian response in Afghanistan, particularly in light of the rapidly evolving context in Afghanistan. The key-informant-based HSM methodology uses settlements as the unit of analysis, using a structured survey tool to interview key informants about the situation in their settlement. A sampling frame covering all 401 districts in Afghanistan was used, covering a minimum of 10% of total settlements in each district. To achieve geographical spread across each district, at least three key informant interviews (KIIs), in a number proportionate to the number of settlements, were conducted in each Basic Service Unit (BSU). To determine a BSU (defined as an economic/geographic service unit which relies on the same services, i.e. healthcare clinics and schools, and common public spaces, i.e. markets and roads), participatory mapping of settlements and services available was conducted prior to data collection. Any analysis conducted using the data in this file will generate statistically non-representative results, as the key informant methodology is indicative

    The Humanitarian Situation Monitoring (HSM) is a quarterly community-level multi-sectoral needs assessment. It builds upon the previously implemented Hard-to-Reach assessment and expanded its geographic coverage to encompass the entire country in early 2022, due to the shift in context. HSM aims to collect and then triangulate information regarding service provision, sectoral needs, and vulnerabilities in Afghan communities regularly, in order to support geographical and sectoral prioritizations, particularly in light of the rapidly evolving context in Afghanistan. This round of HSM also seeks to complement the annual household-level 2023 Whole of Afghanistan Assessment, which assesses the multi-sectoral and sectoral needs of target populations in the Humanitarian Needs and Response Plan (HNRP), by filling in information gaps and enhancing response capacity for district-level prioritization.

    A high-resolution asset exposure dataset produced using 'lit population' (LitPop), a globally consistent methodology to disaggregate asset value data proportional to a combination of nightlight intensity and geographical population data. Exposure data for population, asset values and productive capital at 4km spatial resolution globally, consistent across country borders. The dataset offers value for manifold use cases, including globally consistent economic disaster risk assessments and climate change adaptation studies, especially for larger regions, yet at considerably high resolution. The Climada Data API can be used to explore the full, original datasets.

    According to the Afghanistan Humanitarian Needs Overview 2023, 28.3 million people need humanitarian assistance with 9.7 million need Emergency Shelter and Non-Food Items (ES/NFI) assistance. The Rapid Assessment Mechanism (RAM) aims to provide a structured and standardized approach to identify and prioritize the population most in need of ES/NFI assistance as well as to inform allocations. Two rounds of data collection were completed in April and November 2022. In March April 10,900 interviews were conducted by 38 partners. In the following 2nd round, 8200 interviews were conducted. The survey covered 109 prioritised sites. 84% of surveyed households reported that they were unable to repair their shelter because of financial barriers. 81% reported not having sufficient winter clothes and 77% reported not having enough heating devices. Furthermore, 35% said they felt unsafe in their shelters.

    The situation inside Afghanistan deteriorated in 2021 and had significant consequences for the most vulnerable among the population. Iran and Pakistan, which are neighbours of Afghanistan, also host some 8.2 million registered Afghan refugees and other Afghans with different statuses. The majority of registered refugees fled Afghanistan over the years, including from as early as 1979. UNHCR has expanded its border monitoring in Afghanistan to include unofficial crossing points to understand flows and frequency on Afghans departing via these points, assess to territory and “the right to seek asylum” as well as the barriers which hinder the movement of people who may need international protection. Interviews at unofficial crossing points were held with key informants such as local residents in border areas, drivers, hotel and restaurant owners or border officials in over 50 locations, through Kunduz, Jalalabad, Herat, Gardez, Mazar and Kandahar field locations. Key informants gave estimates of weekly flows and their composition. This monitoring activity found that the majority of movements to Iran (84%) happen via unofficial border crossings, while less than 1% of movements to Pakistan happen via unofficial border crossings.     The situation inside Afghanistan deteriorated in 2022 and had significant consequences for the most vulnerable among the population. 1.6 million new arrivals have been witnessed in neighboring countries. While 5.3 million refugees returned to Afghanistan in phases since 2002, this trend has been declining in recent times with just over 6,500 people choosing to return in 2022. Since August 2022, UNHCR has maintained a non-return advisory for Afghanistan (reaffirmed February 2023), calling for a halt on forced returns of Afghan nationals. To assess people’s ability to access the right to return and map potential protection risks and human rights violations faced by people, over 55,000 interviews were conducted with people across six crossing points from Pakistan, Iran and Central Asia into Afghanistan. Interviews were conducted through out 2022. Interviewees were selected to gain an understanding of triggers, intentions and reasons for Afghan cross-border movements and assess access to territory. This dataset is the anonymized version of the original data.

    According to the Afghanistan Humanitarian Needs and Planned Response 2023, 28.3 million people are in need of humanitarian assistance and 9.7 million are in need of Emergency Shelter and Non-Food Items (ES/NFI) assistance. A nation-wide post-distribution monitoring (PDM) was conducted to provide an independent evaluation of the ES/NFI assistance delivered by partners. The target population included households who received one of the following four types of assistance between August and November 2022: cash for shelter repair & upgrade, cash for rent, inkind shelter repair & upgrade, and in-kind NFI support. This assessment was conducted by phone between 11-22 December and reached 735 respondent. The survey found that 95% of all beneficiary households reported being overall satisfied (38%) or very satisfied (57%) with the assistance delivered. Cash was the preferred modality for 95% of beneficiary households and 75% of beneficiary households reported that the condition of their shelter had improved largely (41%) or moderately (34%) as a result of the assistance.

    UNOSAT code: EQ20231008AFG, GDACS ID: 1394952 On the 7th of October 2023, a 6.3 magnitude earthquake struck the Herat province in the western part of Afghanistan. The epicentre was located 40 km north-west of Herat City and caused damage and destruction that triggered humanitarian needs for the local populations. The situation worsened when a second and a third strong earthquakes struck the region few days later, respectively on the 11th and 15th of October. The local government reported that the number of deaths was above 2000 people. After the earthquake, UNOSAT quickly estimated that more than a million people were living with the intensity zones above V. It was also estimated that between 150,000 and 230,000 buildings were located within the affected zones. The United Nation Office for the Coordination of Humanitarian Affairs (UNOCHA) reported that the worst affected districts correspond to Herat, Injil and Zindajan district with more than 21,500 destroyed homes. Furthermore in the Herat Province more than 230,000 homes have been impacted by the earthquake and 37,139 families have been left without home living in temporary shelter or open spaces (UNOCHA). At least 40 health facilities were affected during the earthquake, hampering the access to healthcare for an estimated of 580,000 people. One month after the earthquake people displaced from their home still suffer as the winter is approaching and temperatures are dropping (UNHCR).
