    The aim of the Human Development Report is to stimulate global, regional and national policy-relevant discussions on issues pertinent to human development. Accordingly, the data in the Report require the highest standards of data quality, consistency, international comparability and transparency. The Human Development Report Office (HDRO) fully subscribes to the Principles governing international statistical activities. The HDI was created to emphasize that people and their capabilities should be the ultimate criteria for assessing the development of a country, not economic growth alone. The HDI can also be used to question national policy choices, asking how two countries with the same level of GNI per capita can end up with different human development outcomes. These contrasts can stimulate debate about government policy priorities. The Human Development Index (HDI) is a summary measure of average achievement in key dimensions of human development: a long and healthy life, being knowledgeable and have a decent standard of living. The HDI is the geometric mean of normalized indices for each of the three dimensions. The 2019 Global Multidimensional Poverty Index (MPI) data shed light on the number of people experiencing poverty at regional, national and subnational levels, and reveal inequalities across countries and among the poor themselves.Jointly developed by the United Nations Development Programme (UNDP) and the Oxford Poverty and Human Development Initiative (OPHI) at the University of Oxford, the 2019 global MPI offers data for 101 countries, covering 76 percent of the global population. The MPI provides a comprehensive and in-depth picture of global poverty – in all its dimensions – and monitors progress towards Sustainable Development Goal (SDG) 1 – to end poverty in all its forms. It also provides policymakers with the data to respond to the call of Target 1.2, which is to ‘reduce at least by half the proportion of men, women, and children of all ages living in poverty in all its dimensions according to national definition'.

    UNOSAT code FL20230912LBY, GDACS Id: 1102204 On the night of the 10th of September 2023, after its journey through the Mediterranean Sea, the storm Daniel brought heavy rains that triggered floods in Benghazi, Almarj, Al Jabal Al Akhdar and Derna Governorates, in northeastern Libya. The increase of water levels in the region caused the collapse of two dams located upstream Derna River and the consequences was tremendous. The dam breach released a massive amount of water and a huge flood wave wiped out entire neighbourhoods in the city of Derna. Hundreds of people were reported missing by the Libyan Red Crescent Society. According to the Libyan National Meteorological Centre, the storm reached its peak with winds going up to 70-80 km/h. This led to the falling of electricity towers and tress causing communications interruption. Between 150 – 240 mm were reported and caused flash floods in several cities. Al-Bayda have recorded the highest daily rainfall rate: 414.1 mm in the night of the 10 to 11 September 2023.

    This datasets has IDPs, Household & Returnees data at Admin3 level gathered through DTM Mobility Tracking Assessment. In the context of the political instability that has prevailed since the uprising in Libya (October 2011) and culminated in the collapse of a fragile central authority accompanied by fragmentation and infighting among myriads of militias, with continued fighting since the mid-2014 escalations, estimates indicate that the number of Internally Displaced Per-sons (IDPs) in Libya has exceeded 400,000 individuals, some eight percent of the total population (HNO, September 2015). While the country struggles to achieve and maintain stability, thousands of migrants are also taking journeys to and through Libya in a desperate bid to seek a better life in Europe. These migrants are exposed to risks of being trafficked and exploited while traveling through dangerous routes in deserts and territories controlled by different armed groups, as well as dying during attempts to cross the Mediterranean Sea. However, there has been no standardized mechanism in place to verify and regularly update IDP and migrant numbers. Given that most humanitarian and international organizations operate remotely from Tunis since mid-July 2014 due to the deteriorating security situation, maintaining access to reliable and updated data on the humanitarian situation in Libya has been challenging.

Further action(s): continue monitoring Based on the estimation from night-time light, power supply of Derna reduced by more than 90% after the floods. As of 24 September 2023, the power supply of Derna has been restored to about 80% of its pre-floods level. As of 19 September 2023, the floods affected areas in Derna were still in blackout. Night-time light within the floods affected areas accounts for 30% of Derna’s total night-time light. Based on the estimation from night-time light, power supply of Al Bayda reduced 60% after the floods. As of 24 Sept. 2023, the power supply of Al Bayda has been restored to 90% of the pre-floods level. After the floods, Derna suffered the most severe power outage. Outer areas of Al Bayda had more power outage than the city center. On 24 September 2023, power supply in most areas of Derna and Al Bayda has recovered to the pre-floods levels.

    Internally displaced persons are defined according to the 1998 Guiding Principles (http://www.internal-displacement.org/publications/1998/ocha-guiding-principles-on-internal-displacement) as people or groups of people who have been forced or obliged to flee or to leave their homes or places of habitual residence, in particular as a result of armed conflict, or to avoid the effects of armed conflict, situations of generalized violence, violations of human rights, or natural or human-made disasters and who have not crossed an international border. "Internally displaced persons - IDPs" refers to the number of people living in displacement as of the end of each year. "Internal displacements (New Displacements)" refers to the number of new cases or incidents of displacement recorded, rather than the number of people displaced. This is done because people may have been displaced more than once. Contains data from IDMC's Global Internal Displacement Database.

    This dataset contains neighborhoods of several towns in Libya Contains name of neighborhood (name_neigh), admin level (1 and 2), mantika, baladiya (when available), muhalla (Ubari only), data of data collection and data collection method. Data collection was done by participatory mapping, with 2 different methods, depending on cities. Thus, data must not be considered as official boundaries: In Azzawya, Derna, Ejdabia, Tawergha, Sebha, Sultan, Ubari and Zouitina areas, the neighborhood boundaries have been identified and drawn in consultation with local governance stakeholders through a participatory mapping focus group discussion (FGD in the source field of the dataset). In Albayda, Benghazi, Ghat, Misrata, Zliten, Tripoli, Zoltan and Zwara areas, the neighborhood boundaries have been identified and drawn by the REACH Senior Field Officers and ACTED Area Coordinators, based on their knowledge of the area.
