    Members of the Rohingya community from Myanmar have sought refuge in Bangladesh at least since the 1970s. Increased attacks on the Rohingya community in Myanmar led to a large increase in migration to Bangladesh and are mostly living in Rohingya refugee camps in Cox’s Bazar. The objectives of the survey were to monitor and evaluate the impacts of UNHCR WASH interventions, to identify and measure weaknesses and gaps, to provide guidance for future interventions and to make sure that UNHCR Bangladesh WASH interventions can be compared to UNHCR global standards. A total of 523 households were surveyed.

    The Site Management sector, with the support of SM partners (IOM, UNHCR, ADRA and Solidarités International) conducted a mapping exercise during the months of April and May 2018 in the areas of Teknaf upazila currently hosting Rohingya refugees. The purpose of the exercise was to identify and map the boundaries of local paras, namely group of houses. The mapping exercise aimed to better define the areas of responsibility of the newly established Para Development Commitees, and to support RRRC’s CiCs in the process of defining the new camp boundaries in Teknaf. IOM Needs and Population Monitoring (NPM) provided technical support to better identify the para names and demarcation. The para mapping exercise was conducted in two rounds. The first exercise took place from 1 to 3 of April 2018 in the areas of Alikhali, Leda, Nayapara, Muchoni, Jadimura and Domdumia. A second exercise took place on 21 and 22 April 2018 covering the areas of Hakimpara, Jamtoli, Putibonia, Shamlapur and Unchiprang. This dataset presents the figures of the Rohingya refugee population in Teknaf, by para. These data were collected during NPM's regular data collection exercises (Baseline and Site Assessment), which usually capture information on a majhee block level. The two systems are currently coexisting and overlapping. In order to better visualize how the two systems interact, NPM produced a set of maps available at this link.

    An estimated 738,000 Rohingya refugees have fled violence in Myanmar's Rakhine state since August 25, 2017. Most of the refugees rely on humanitarian assistance, having left with few possessions and exhausted their financial resources on the journey. The cyclone and monsoon seasons, stretching from May to October, further threatened the living conditions of the vast majority of refugees living who are in makeshift shelters and settlements highly vulnerable to floods and landsides. To understand the evolving priority needs of the refugees, and to understand change over time, this Multi-Sector Needs Assessment (MSNA), coordinated by the United Nations High Commissioner for Refugees (UNHCR) and with technical support from REACH, was conducted in 33 refugee sites using a household survey methodology (3,165 households were surveyed). It is a follow up assessment to MSNA I in July 2018. Results of this MSNA are generalizable to the camp level with 95% confidence level and 10% margin of error. Support for questionnaire translation and enumerator language training was provided by Translators Without Borders.

    An estimated 723,000 Rohingya refugees have fled violence in Myanmar’s Rakhine state since August 25, 2017. Most of the newly-arrived refugees rely on humanitarian assistance, having left with few possessions and exhausted their financial resources during the journey. The monsoon season began in May and continues into September, threatening the vast majority of refugees living in makeshift shelters and settlements highly vulnerable to floods and landsides. To understand the priority needs of the refugees, a Multi-Sector Needs Assessment (MSNA), comissioned by UNHCR and with technical support from REACH, was conducted at the household level in 31 refugee sites (3,171 households were surveyed). Translators Without Borders supported in questionnaire translation and enumerator training. This survey identified a number of areas where the basic needs of Rohingya refugees are being met. At the same time, this assessment has identified continuing service gaps in the Rohingya response. For example, the majority of households do not believe there is enough light at night to safely access latrines, and WASH facilities are generally perceived as dangerous areas for girls under age 18. In terms of access to protection services, only a small number of households report members making use of children and women friendly spaces. Despite widespread distribution coverage of key non-food items such as kitchen sets, demand for these items remains high, and refugees are spending the greatest portion of their limited financial resources on basic items including food, clothing and fuel. Findings suggest that there are uncertainties around actions to prepare for cyclones. The mahjis remain almost the sole focal point for communication and complaints with refugees, reflecting their continued prominent position within refugee communities. Finally, the median household debt is twice the median household income for the 30 days prior to data collection, with only two-fifths of households reporting any source of income at all.

    The majhee block system represents an important aspect of communities within the Rohingya refugees settled in collective or camp-like settings in Cox's Bazar district. A majhee is a community leader belonging to the Rohingya refugee population, while a block is the area for which he is responsible. The NPM majhee blocks mapping exercise was first conducted during NPM Baseline 9, between 5 and 20 February 2018. As part of the majhee interview process (key informants), enumerators walked the perimeter of each majhee block with guidance from the KI. As they walked, the field team traced their path, marking up the boundary on the tablet or paper map. Upon returning to NPM office, details of these boundaries were finalized on the paper maps. The paper maps were then received by the NPM digitizing team. This team carefully digitized the Mahjee zone perimeters in GIS, using high-resolution NPM UAV imagery as an underlying reference. Boundaries were assigned the NPM Block_ID attribute, which represents a unique identifier for each Site Assessment Location. In this manner, boundaries can be uniquely linked back to a mahjee. The majhee blocks mapping exercise is now embedded in NPM regular assessment activities (baseline and site assessment), hence regularly updated with a frequency of approximately three weeks. The majhee block system is not an official form of governance. The scope of this exercise is purely descriptive and not prescriptive. Names and boundaries adopted in this exercise do not imply official endorsement or acceptance by IOM.

    Since August 2017, an estimated 728,306 Rohingya refugees have arrived in Bangladesh’s Cox’s Bazar District from Myanmar, bringing the total number of Rohingya refugees residing in Bangladesh to approximately 895,631. The rapid and massive increase of the refugee population, concentrated in the south of the district in Ukhia and Teknaf, has had an enormous impact on Bangladeshi host communities’ food security, economic vulnerability, market access, labour opportunities and environment. At the same time, the crisis has generated some positive impacts in terms of new labour and livelihood opportunities provided by the presence of a rapidly expanding humanitarian sector, and increased demand for goods and services by Rohingya themselves. The majority of available data on the host community populations of Ukhia and Teknaf pre-dates the current influx of refugees. While a number of post-influx assessments have included host community populations, the information they provide has significant limitations in terms of being able to serve as the basis for strategic prioritisation and decision-making. The assessment aims to identify the severity and geographical spread of acute needs within the host community population. Its primary audience is ISCG, sectors, sector partners, and humanitarian donors. In this respect, the long-term development needs of the population that are more likely to be met by government or development agency intervention are not the core focus of this assessment. Similarly, this assessment is not designed to assess the impact of the August 2016 refugee influx on the host community (though may serve as a point of triangulation for actors wishing to do so).
