    Humanitarian Situation Monitoring aims to collect and then triangulate information regarding service provision, sectoral needs, and vulnerabilities in Afghan communities, in order to then support geographical and sectoral prioritizations within the 2022 humanitarian response in Afghanistan, particularly in light of the rapidly evolving context in Afghanistan. The key-informant-based HSM methodology uses settlements as the unit of analysis, using a structured survey tool to interview key informants about the situation in their settlement. A sampling frame covering all 401 districts in Afghanistan was used, covering a minimum of 10% of total settlements in each district. To achieve geographical spread across each district, at least three key informant interviews (KIIs), in a number proportionate to the number of settlements, were conducted in each Basic Service Unit (BSU). To determine a BSU (defined as an economic/geographic service unit which relies on the same services, i.e. healthcare clinics and schools, and common public spaces, i.e. markets and roads), participatory mapping of settlements and services available was conducted prior to data collection. Any analysis conducted using the data in this file will generate statistically non-representative results, as the key informant methodology is indicative.

    The HSM Pilot aims to monitor how the needs in the districts that were assessed under the Whole of Afghanistan Assessment (WoAA 2021) are evolving under the rapidly changing context in Afghanistan, whilst providing sufficient longitudinal data to allow for the development of an analytical framework that would allow a regular monitoring of humanitarian needs. This pilot is a one-time assessment designed to demonstrate the utility of a broader HSM designed and led by the humanitarian response in Afghanistan. HSM would aim to inform both the geographical and sectoral prioritization to inform a tailored and evidence-based response. To determine the assessment framework, an adapted Hard to Reach (HtR) methodology was used. At least three key informant interviews (KIIs), in a number proportionate to the number of settlements, were conducted in each Basic Service Unit (BSU). To determine a BSU, participatory mapping of settlements and services available were conducted prior to data collection. Key informant networks were developed to cover the entirety of selected districts, stratifying each district’s network by BSU to ensure a minimum of 3 KIs per BSU, each with information covering a different settlement than the others. Any analysis conducted using the data in this file would generate statistically non-representative results, as the key informant methodology is indicative.

    1) Natural disaster events include avalanches, earthquakes, flooding, heavy rainfall & snowfall, and landslides & mudflows as recorded by OCHA field offices based on assessments in the field. 2) A natural disaster incident is defined as an event that has affected (i.e. impacted) people, who may or may not require humanitarian assistance. 3) The information includes assessment figures from OCHA, ANDMA, IOM, Red Crescent Societies, national NGOs, international NGOs, and ERM. 4) The number of affected people and houses damaged or destroyed are based on the reports received.     UNHCR through REACH/IMPACT Initiative, conducted a Socio-Economic Vulnerability Assessment (SEVA) in 47 Priority Areas of Return and Reintegration (PARRs) across the country. To understand the current status of reintegration for displaced groups prior to Co-PROSPER implementation in the PARR districts, REACH/IMPACT Initiative conducted a baseline evaluation of the 50 newly selected PARR locations across four different dimensions: 1) community leadership inclusivity, 2) community relations and stability, 3) strengthening public services and equitable access, and 4) livelihood and economic outlook. Indices were created to determine a baseline for these four key objectives. The assessment covered 6,067 HH interviews in 47 PARRs and targeted refugee returnees, IDPs, IDP returnees and host communities. In addition, Neighborhood Maps (nMaps) were developed to identify key infrastructure and services in each PARR.

    The people of Afghanistan are facing a humanitarian, human rights and protection crisis. The numbers are overwhelming: 97% of Afghans could potentially plunge into poverty by mid-2022 and half the country’s population is in need of humanitarian assistance. Following the record displacement of nearly 700,000 people in 2021, some 9.2 million IDPs and returnees remain in some form of displacement and in need of support to return where possible. These staggeringly high levels of displacement are fueling a range of protection risks, particularly for undocumented Afghans returning to the country, including those deported from neighbouring countries. Massive economic contraction along with crisis in banking and financial system, severe drought and rising food prices, has meant people have resorted increasingly to negative coping strategies. Despite the significant decrease in the overall level of conflict and number of civilian casualties following the changes in the political environment since 15 August 2021, threats to the civilian population in Afghanistan persist including the killing and injury of civilians, high levels of explosive ordnance contamination, forced displacement, gender-based violence and violations against children. The report was prepared in collaboration with six partners undertaking protection monitoring: DRC, IOM, IRC, NRC, CORDAid and UNHCR, using the data collected in 2021 from 37,258 households.

    UNHCR monitors refugee returnees through the process of Voluntary Repatriation to Afghanistan. As part of this process, UNHCR interviews refugees willing to return to Afghanistan at the Voluntary Repatriation Centers in the country of asylum, monitors the return condition through household-level interviews at the Encashment Centers in Afghanistan and follows up on the returnees' situation in the areas of return one to six months later through phone surveys. Upon return to Afghanistan, returnees are assisted at four Encashment Centers with a cash grant to support their immediate humanitarian needs and transportation costs. This dataset is from household interviews at the Encashment Centers. Other datasets from Encashment Centers are available for each year from 2010 to 2022. The objective of the interviews is to record details on the returnee households and family members including the amount of cash grant received.

    The Whole of Afghanistan Assessment 2022 (Annual WoAA 2022) is a multi sectoral need assessment, conducted based on in-person household-level interviews. This data consists the results collected from the head of household across the country, and provides data on household`s different sectoral and intersectoral needs such as health, education, nutrition, WASH, food security, shocks, protection, and so on. Data for this assessment was collected using stratified cluster sampling and all findings calculated using this data have a minimum confidence level of 95% and a 5% margin of error at the national-level. Urban and rural findings are representative with a confidence level of 90% and a 9% margin of error at the provincial level. Findings of the refugee population have a minimum confidence level of 90% and a 7% margin of error at the provincial-level.

The data on vaccine availability forecasts was manually extracted from the COVAX Facility Interim Distribution Forecast as announced by COVAX on 3 February 2021. Figures for actual deliveries through channels other than COVAX are compiled by OCHA from press reports. The source(s) press releases, official announcements or articles for each such vaccine delivery are included in the dataset.

    Following the change in authority in Afghanistan on 15 August 2021 and the resulting declaration of a Level 3 emergency, UNHCR introduced a rapid assessment methodology to quickly assess humanitarian and protection needs throughout the country as part of scale-up by UNHCR to respond to the unfolding crisis.  The primary focus of the assessments were IDPs and IDP returnees who account for the majority of the households interviewed in these assessments. Nonetheless, as UNHCR takes a whole-of-community approach in its assistance programme, vulnerable host community members were also assessed, alongside a small number of refugee returnees, asylum seekers and refugees, as well as deported and spontaneous returnees under an area-based approach. The Rapid Household Assessments (RHAF) covers all 34 provinces with a population of 19.8 millions (Annual Statistical Report 2021).

Note that any analysis conducted using this data should use the weights included in the final column of the dataset.
