    The overall INFORM risk index identifies countries at risk from humanitarian crises and disasters that could overwhelm national response capacity. It is made up of three dimensions - hazards and exposure, vulnerability and lack of coping capacity. The INFORM initiative began in 2012 as a convergence of interests of UN agencies, donors, NGOs and research institutions to establish a common evidence-base for global humanitarian risk analysis. INFORM identifies the countries at a high risk of humanitarian crisis that are more likely to require international assistance. The INFORM model is based on risk concepts published in scientific literature and envisages three dimensions of risk: Hazards & Exposure, Vulnerability and Lack of Coping Capacity. The INFORM model is split into different levels to provide a quick overview of the underlying factors leading to humanitarian risk. The INFORM index supports a proactive crisis management framework. It will be helpful for an objective allocation of resources for disaster management as well as for coordinated actions focused on anticipating, mitigating, and preparing for humanitarian emergencies.

    Since the end of January 2019, southern Idleb and northern Hama governorates have seen a significant escalation of conflict. Shelling and airstrikes intensified in the area, leading to a deterioration of the humanitarian situation. In response, REACH conducted a rapid needs assessment to provide actors with an update on the humanitarian situation. The latest conflict escalation affects an area that is home to an estimated 700,000 residents and internally displaced persons (IDPs), increasing vulnerability, and in some cases, leading to secondary and tertiary displacements. From late 2017, the region has witnessed a large-scale influx of IDPs, following escalations of conflict and displacements from formerly opposition-held areas in south-east Idleb, south-west Aleppo, Rural Damascus, Homs, Hama, Dar’a and Quneitra governorates. The increase in IDP population in Idleb governorate and surrounding areas has led to a growing strain on resources and an increase in inter-communal tensions in the region. Further complicating the situation, there has been increasing concern regarding a potential military offensive in the region since September 2018, with shelling and airstrikes occurring with increased frequency. While the mid-September 2018 announcement of a demilitarised zone put a pause on concerns over an imminent military offensive in the region, clashes have continued unabated. Data for this assessment was collected from 25-26 February 2019 in 85 opposition-controlled communities in 12 sub-districts via community-level key informant (KI) interviews. KIs were asked to report on the previous week (18 to 25 February). This dataset provides the findings for indicators on demographics, shelter, food, livelihoods, electricity & NFIs, WASH, health, education, protection, reported priority needs, and reported movement intentions.

    Primary data will be collected by means of a household-level survey designed with the participation of the humanitarian clusters in Somalia. Cluster leads are asked to outline information gaps and the type of data required to inform their strategic plans. Key indicators are developed by REACH with the substantive input of participating partners, and subsequently validated by the clusters. REACH will draft the household survey tool through an iterative consultation process with cluster partners and OCHA and is aligned, as much as possible, with the Joint Inter-Sectoral Analysis Framework (JIAF) which will serve as a common and structured method for assessing the severity of needs across different clusters. The assessment will use stratified cluster sampling at the district level using settlements as the clusters and households as the unit of measurement. For some districts, 2-stage stratified random sampling will be used instead of stratified cluster sampling for large urban centres, if it proves to be more efficient and logistically feasible for data collection. The sample will be stratified by population group, disaggregated by non-displaced communities, and IDP settlements; the sample will be further stratified by district to ensure coverage and comparison across the entire country (with the exception of inaccessible areas). In the case of cluster sampling, the minimum cluster size will be set to 6 households. The sample size will be adjusted for the design effect and will enable generalisation of the results to each of the two population strata in each district, with a 90% confidence level and a 10% margin of error.

    Participatory assessment carried out by Humanity & Inclusion (HI) and the International Organization for Migration (IOM) in Bentiu POC Site in December 2017. The assessment collected information on environmental barriers and facilitators related to the safe, dignified, and meaningful access to essential services. The situation in Bentiu Site is likely to be similar to the other POC sites in South Sudan due to the similar set-up and resident structures.

    The study conducted in partnership with IMMAP and funded by the Australian Government includes a literature review, quantitative data collection as well as data collection. Quantitative data was collected from 8,876 persons from 1,665 households from 5 locations in Jordan and Lebanon. In the light of the UN Convention on the Rights of Persons with Disabilities (UNCRPD), the study defined disability as interactions between personal and environmental factors. Disability was measured the level of difficulties a person faces when performing basic activities (referred as "domains") regardless of impairments, using the modified Washington Group's Extended Set (WG-ES) (more precisely, Short Set Enhanced plus fatigue) and Child Functioning Module (CFM).

    The FSVA includes 13 indicators based on a review of data availability at the district level and their ability to measure various aspects of food and nutrition security. The FSVA divides these indicators into two sets: chronic food and nutrition insecurity and transitory food insecurity. Within chronic, indicators measure food availability, food access, and food utilization. The transitory indicators describe climatic and environmental factors that affect food insecurity from an availability and access perspective. The nine indicators that relate to chronic food insecurity are combined into a single composite indicator to describe the overall district food security classification.
