Libya Migration Data - [Migrants] - Baseline Assessment [IOM DTM]

IOM Libya’s Displacement Tracking Matrix (DTM) programme identified a total of 761,322 migrants from 44 nationalities in the 100 Libyan municipalities during round 53 of data collection (June - July 2024).

The number of migrants in Libya has continued to increase slightly (+5%) compared to the previous round of data collection in line with a trend that started in December 2023. The rise in the number of migrants in Libya can be at least partially linked to the continuous arrival of Sudanese migrants, particularly in Alkufra, because of the ongoing conflict in their country of origin. While the number of migrants identified by DTM Libya in July 2024 is the highest since DTM started collecting data in 2016 it remains lower than prior to the onset of conflict in 2011 when it was estimated to be around 2.5 million.

IOM Libya’s Displacement Tracking Matrix (DTM) programme identified a total of 725,304 migrants from 44 nationalities in the 100 Libyan municipalities during round 52 of data collection (March - May 2024). The number of migrants in Libya has continued to increase slightly (+1%) compared to the previous round of data collection in line with a trend that started in December 2023.

The number of migrants identified by DTM Libya in May 2024 is the highest since DTM started collecting data in 2016 but remains lower than prior to the onset of conflict in 2011 when it was estimated to be around 2.5 million. Sudanese nationals have continued arriving in Alkufra and other locations in eastern Libya because of the ongoing conflict in their country of origin. DTM Libya has also continued observing an increase in the number of migrants, particularly in eastern coastal areas and western Libya as a result of greater livelihood opportunities, including in the sectors of construction, oil, trade, and agriculture, and in parts due to the relatively stable security situation in some municipalities.

IOM Libya’s Displacement Tracking Matrix (DTM) programme identified a total of 719,064 migrants from 44 nationalities in the 100 Libyan municipalities during round 51 of data collection (January - February 2024). The number of migrants in Libya continued to increase compared to the previous round of data collection from 706,369 migrants, round 50 to 719,064, round 51 — the highest number of migrants since DTM Libya started collecting data. The number of migrants in Libya remains lower than prior to the onset of conflict in 2011 when it was estimated to be around 2.5 million.

IOM Libya’s Displacement Tracking Matrix (DTM) program identified a total of 706,509 migrants from 45 nationalities in the 100 Libyan municipalities during round 50 of data collection (October - December 2023). The number of migrants in Libya increased slightly compared to the previous round of data collection (from 697,532 migrants, round 49 to 706,509 migrants, round 50).

IOM Libya’s Displacement Tracking Matrix (DTM) program identified a total of 697,532 migrants from over 45 nationalities in the 100 Libyan municipalities during round 49 of data collection (July - September 2023). The number of migrants in Libya has continued to decrease slightly compared to the previous round of data collection (from 704,369 migrants, round 48 to 697,532 migrants, round 49) in line with a trend that started at the beginning of 2023 when there were 706,472 migrants (round 46, January - February 2023).

IOM Libya’s Displacement Tracking Matrix (DTM) programme identified a total of 704,369 migrants from over 43 nationalities in the 100 Libyan municipalities during round 48 of data collection (May - June 2023). The number of migrants in Libya in May and June 2023 has remained relatively stable compared to the previous two rounds of data collection (705,746 migrants, Round 47, March-April 2023 and 706,472 migrants, Round 46, January - February 2023).

IOM Libya’s Displacement Tracking Matrix (DTM) programme identified a total of 705,746 migrants from over 44 nationalities in the 100 Libyan municipalities during round 47 of data collection (March - April 2023). The number of migrants in Libya has remained stable compared to the previous round of data collection (706,472 migrants, Round 46, January - February 2023). For the first time since December 2020 the number of migrants has not increased. In March 2023, DTM Niger observed a decrease in the number of migrants traveling to Libya due to a combination of factors including the soaring prices of transportation (because of fuel price hikes), insecurity and increased border patrols. Overall, nearly half of migrants (46%) interviewed in Libya in 2023 had transited through, or came from Niger. Migrants having traveled to their home country for the month of Ramadan may have also contributed to the slight decrease in the number of migrants.

The number of migrants in Libya has continued to increase slightly compared to the previous round of data collection (694,398 migrants, Round 45, November – December 2022).

IOM Libya’s Displacement Tracking Matrix (DTM) programme identified a total of 694,398 migrants from over 42 nationalities in the 100 Libyan municipalities during Round 45 of data collection (November - December 2022). Consistent with previous reports, the number of migrants in Libya has continued to increase slightly compared to the previous round of data collection (683,813 migrants, Round 44, September – October 2022) in line with a trend that started at the beginning of 2021. The number of migrants in Libya identified during Round 45 is the second largest since DTM started collecting data in 2016, after Round 17 (January 2018) when there were an estimated 704,142 migrants.

IOM Libya’s Displacement Tracking Matrix (DTM) programme identified a total of 683,813 migrants from over 42 nationalities in the 100 Libyan municipalities during Round 44 of data collection (September - October 2022). The number of migrants in Libya has continued to increase slightly compared to the previous reporting period (679,974 migrants, Round 43, July – August 2022) in line with a trend that started at the beginning of 2021. Prior to 2021 the number of migrants in Libya had been declining following the COVID-19 pandemic in 2020. The number of migrants in Libya identified during Round 44 is also higher than the number of migrants for the corresponding period in 2019 (654,081 migrants, Round 28, October - November 2019).

The number of migrants in Libya has continued to increase slightly compared to the previous reporting period (667,440 migrants, Round 42, June 2022) in line with a trend that started at the beginning of 2021. Prior to 2021 the number of migrants in Libya had been decreasing following the outbreak of the COVID-19 pandemic in 2020. The number of migrants in Libya identified during Round 43 is also higher than the number of migrants for the corresponding period in 2019 (636,426 migrants, Round 27, September 2019).

IOM Libya’s Displacement Tracking Matrix (DTM) programme identified a total of 667,440 migrants from over 41 nationalities in the 100 Libyan municipalities during Round 42 of data collection (May - June 2022).Data collected by DTM Libya continues to show an increase in the number of migrants in Libya compared to the previous reporting period (649,788 migrants, Round 41, April 2022) in line with a trend that started at the beginning of 2021. This increase also corresponds with the arrival of seasonal migrant workers in Libya (generally between March and May). The number of migrants in Libya identified during Round 42 is higher than for the corresponding period in 2021 (597,611 migrants, Round 37, June 2021) and slightly above that of 2019 (655,144 migrants, Round 26, July 2019).

IOM Libya’s Displacement Tracking Matrix (DTM) programme identified a total of 649,788 migrants from over 41 nationalities in the 100 Libyan municipalities during Round 41 of data collection (February - April 2022). In line with a trend that started at the beginning of 2021, data collected by DTM Libya shows that the number of migrants in Libya has continued to increase compared to the previous reporting period (635,051 migrants, Round 40, January 2022) (Fig 1). In 2020, the number of migrants in Libya declined as a result of the COVID-19 pandemic and the ensuing mobility restrictions, security controls as well as economic downturn. While the removal of the COVID-19 related mobility restrictions, improvement in the labour market (as seen in the reduced migrant unemployment rate) and cessation of armed conflict may have contributed to an increase in the number of migrants, this trend also corresponds with the arrival of seasonal migrant workers in Libya (generally between March and May).

The data collected by DTM Libya shows that the number of migrants in Libya has continued to increase slightly compared to the previous reporting period (621,007 migrants in Round 39, October-November 2021) following a trend which started at the beginning of 2021. However, the number of migrants in Libya in December 2021 – January 2022 still remains lower than for the corresponding period in 2019 (653,800 migrants Round 29, Jan-Feb 2020).

DTM Libya identified a total of 610,128 migrants from over 44 nationalities in the 100 Libyan municipalities during Round 38 of data collection (July – September 2021). The number of migrants has continued to increase during the reporting period, continuing a trend which started in January 2021. However, the number of migrants in Libya continues to remain slightly lower than pre-pandemic levels and significantly below that of 2019 for the corresponding period of time (655,144 migrants present during June - July 2019; Round 26). Before the beginning of 2021, the migrant population in Libya had decreased consistently following the onset of the COVID-19 pandemic and the subsequent economic downturn which resulted in increased unemployment, a reduction in available labour opportunities, tightened security controls and mobility restrictions.

In DTM Round 32 (July and August 2020) data collection, 584,509 migrants of over 47 nationalities were identified in Libya. Migrants’ presence was recorded in all 100 Libyan municipalities and in 575 (out of 667) communities (muhallas).

600,362 migrants of over 46 nationalities were identified in Libya. Migrants’ presence was recorded in all 100 Libyan municipalities and in 568 communities (muhallas). The number of migrants identified to be present in Libya decreased by four per cent between Rounds 30 and 31, from 625,638 (March-April) to 600,362 individuals (MayJune).

At least 625,638 migrants from over 44 countries of origin were identified in Libya. The majority of migrants (67%) were from neighbouring countries, especially Niger (128,953 migrants), Chad (102,725 migrants), Egypt (102,700 migrants) and Sudan (75,967 migrants).

At least 653,800 migrants from over 40 countries of origin were identified in Libya in Round 29. The majority of migrants (65%) were from neighbouring countries, especially Niger (135,530 migrants), Chad (103,291 migrants), Egypt (100,368 migrants) and Sudan (76,911 migrants).
