Afghanistan: Humanitarian Situation Monitoring (HSM) Round 8 KII (Analysis)

The Humanitarian Situation Monitoring (HSM) methodology relies on key informants to gather information about service provision, multi-sectoral needs, demography, and emerging trends. HSM assessment is conducted quarterly using a structured survey tool to monitor the evolution of needs and prioritise actions accordingly. The estimated populations of the settlements where the interviews are conducted in round eight represent 49% of the national population. Those settlements cover 21% of known settlements at the national level. To ensure geographic spread and comprehensive coverage, the methodology uses a sampling approach based on Basic Service Units, which are sub-district units representing settlements with similar levels of service access and humanitarian needs. The sampling strategy involves the following: - All districts and Basic Service Units are covered. - One key informant is selected and interviewed per assessed settlement. - A minimum of 3 key informants are interviewed per Basic Service Unit. - At least 12% of known settlements in each district are covered. - Additional settlements beyond the minimum of 3 are sampled based on the population factor per Basic Service Unit.
