The INFORM Severity Index is a regularly updated, and easily interpreted model for measuring the severity of humanitarian crisis globally. It is a composite index, which brings together 31 core indicators, organised in three dimensions: impact, conditions of affected people, and complexity. All the indicators are scored on a scale of 1 to 5. These scores are then aggregated into components, the three dimensions (Impact, Conditions, Complexity), and the overall severity category based on the analytical framework. The three dimensions have been weighted according to their contribution to severity: impact of the crisis (20%); conditions of affected people (50%); complexity (30%). The weightings are currently a best estimate and will be refined using expert analysis and statistical methods. Each crisis will fall into 1 of 5 categories based on their score ranging from very low to high. ACAPS – an INFORM technical partner – is responsible for collection, cleaning, analysis and input of data into the model and the production of the final results. In 2025, the UN and partner organizations are appealing for over $47 billion to assist 190 million people. This Global Humanitarian Overview 20225 is launched on behalf of more than 1,500 humanitarian partners. It covers 73 countries through 24 country plans, 9 flash appeals and 9 regional plans. The Global Humanitarian Overview 2025 is being launched at a time when entrenched, violent conflicts and the climate crisis are taking a tremendous toll on lives and livelihoods. In 2024: • One in five children worldwide lives in or has fled from conflict zones. • Four out of five civilian casualties in conflicts worldwide occurred in a countries with a humanitarian plan or appeal. • 2024 will be the hottest year on record, with global temperatures perilously close to 1.5ºC warming. Crises are lasting longer, with grim prospects for people impacted. The average duration of a humanitarian appeal/plan is now 10 years. In these settings: • The maternal mortality rate is nearly double the global average. • Vaccinations reach just 64 per cent of children, compared to 84 per cent globally. • Primary school completion rates are just 10 per cent, compared with 90 per cent globally. Two things are urgently needed for humanitarians to effectively deliver in 2025: respect for international humanitarian law and accountability for violations, and a fully funded appeal. The Global Humanitarian Overview is a comprehensive assessment of global humanitarian needs, and it provides a snapshot of current and future trends in humanitarian action for large-scale resource mobilization.
