    A multi-sectoral needs assessment was conducted in Poland between July 13, 2023 and August 25, 2023, surveying 5,645 households comprising 13,421 individuals. The assessment aimed to capture the needs of refugees in Poland, understand their level of access to basic services, how their needs are currently being met, gaps in services, and priorities for the refugee response in the coming year. Key findings will inform the 2024 Regional Refugee Response Plan for Poland, providing critical data on priorities and funding requirements to support refugees. With 5,645 households surveyed across multiple sectors, the assessment provides a robust evidence base to shape a more effective, responsive refugee program in Poland.

    With the goal of supporting the Inter-Agency Regional Response Plan (RRP) and to enable planning among key humanitarian actors through the provision of updated information on multi-sectoral needs and priorities of refugees from Ukraine, the Regional Refugee Coordination Forum (RCF) agreed on a regional approach to the implementation of inter-agency multi-sectoral needs assessments (MSNA) in 2023. The assessments were conducted around summer of 2023, using a similar methodological approach and a harmonized questionnaire aiming at having comparable results to better inform and prioritize the humanitarian response. This comprehensive regional dataset was compiled by consolidating MSNA datasets from seven countries: Poland, Slovakia, Hungary, Czechia, Moldova, Romania, and Bulgaria.

    Starting in February 2022, an increasing number of refugees and third-country nationals (TCNs) entering Poland was registered as a result of the war in Ukraine. As of July 2022, over 4.3 million arrivals have been reported by the Polish authorities from Ukraine. To ensure that reponse actors have the necessary evidence base to effectively respond to the needs of Ukrainian refugee households in Poland, UNHCR and REACH carried out this joint Multi-Sectoral Needs Assessment (MSNA) targeting the population displaced due to the war in Ukraine and currently residing in Poland. Due to lack of complete data on location and profile of refugees residing in Poland, PESEL registration data (the national identification number used in Poland) was used as a proxy indicator for sampling for non-probability quota sampling for refugees residing in the host community. The sample includea two distinct population groups: refugees living in host community, outside of the collective sites (CSs), and refugees residing in CSs. Refugees living outside of CSs cover a variety of accommodation types, including private accommodation, being hosted by family, friends, or by Polish families, among others. This dataset is the anonymous version of the original dataset.
