This consolidated dataset includes comprehensive information from Bulgaria, Czechia, Estonia, Hungary, Latvia, Lithuania, Moldova, Poland, Romania, and Slovakia, covering essential topics such as demographics, protection, education, socio-economic inclusion and livelihoods, health, and accommodation. By synthesizing data from these ten countries, the SEIS offers a detailed view of key areas impacting refugee and host communities, supporting evidence-based decisions for targeted interventions and resource mobilization across the region.

    This survey is part of a broader regional data collection effort across RRP countries, with a harmonized design to identify the most pressing needs of Ukrainian refugees in sectors such as protection, health, education, accommodation, and livelihoods. The SEIS is the direct successor of the Multi-Sector Needs Assessment (MSNA) conducted in Hungary and across the region in the past two years (2022 Hungary MSNA, 2023 Hungary MSNA). The 2024 Hungary SEIS was funded by UNHCR's Representation for Central Europe and developed in the RCF with contributions from partners and working group members. Scale Research carried out the data collection between May and June 2024, surveying 795 households, representing 1,824 household members among the refugee population from Ukraine. The survey included multi-sectoral questions at both individual and household levels.

    The 2023 Multi-Sector Needs Assessment (MSNA) in Hungary was carried out from June to August 2023 with Ukrainian refugees currently residing in Hungary. The assessment aimed to understand refugees’ needs and access to basic services, focusing on priority areas such as health, protection, food security, education, livelihoods, gender-based violence, mental health, cash assistance, and legal needs. Conducted by TARKI Social Research Institute and IOM, the MSNA used a structured questionnaire and surveyed both households living in collective sites and private accommodations, with stratification based on geographic area and accommodation type. The findings will be used to inform the 2024 Refugee Response Plan for Hungary, ensuring an evidence-based approach to addressing the urgent needs of refugees.

    With the goal of supporting the Inter-Agency Regional Response Plan (RRP) and to enable planning among key humanitarian actors through the provision of updated information on multi-sectoral needs and priorities of refugees from Ukraine, the Regional Refugee Coordination Forum (RCF) agreed on a regional approach to the implementation of inter-agency multi-sectoral needs assessments (MSNA) in 2023. The assessments were conducted around summer of 2023, using a similar methodological approach and a harmonized questionnaire aiming at having comparable results to better inform and prioritize the humanitarian response. This comprehensive regional dataset was compiled by consolidating MSNA datasets from seven countries: Poland, Slovakia, Hungary, Czechia, Moldova, Romania, and Bulgaria.

    Starting in February 2022, an increasing number of refugees and third-country nationals (TCNs) entering Hungary was registered as a result of the war in Ukraine. As of November 2022, over 1.7 million arrivals have been reported by the Hungarian authorities from Ukraine. To respond to their needs, informing the planning for the 2023 Refugee Response Plan in Hungary, the Inter-Agency Coordination Team carried out this joint Multi-Sectoral Needs Assessment (MSNA) targeting the population displaced due to the war in Ukraine and currently residing in Hungary. Data collection took place in September 2022. Overall, accommodation, education, employment opportunities, and access to mental health care appeared as the overriding concerns for the population displaced to Hungary from Ukraine. In addition, four out of 10 respondents declared constraints in meeting the basic needs of their household over the past month, while two out of 10 respondents reported current constraints with food for them and their family members. This dataset is the anonymous version of the original dataset.
