The Food and Agriculture Organization of the United Nations (FAO) has developed a monitoring system in 26 food crisis countries to better understand the impacts of various shocks on agricultural livelihoods, food security and local value chains. The Monitoring System consists of primary data collected from households on a periodic basis (more or less every four months, depending on seasonality). Data are collected through Computer-Assisted Telephone Interviews (CATI) and in-person surveys where the circumstances allow for field access. As the system is developed, the information collected and analyzed is being used to guide strategic decisions, to design programmes and to inform analytical processes such as the Integrated Phase Classification (IPC) and the Humanitarian Needs Overview (HNO). At the core of the system is a standardized household questionnaire administered to around 150,000 households per year across the 26 countries. Standardization permits comparisons across time and space, considerably enhancing the utility of the data for decision makers. At minimum the household data are representative at Admin 1 level (e.g. province, or region) and in frequent cases at Admin 2 level (e.g. district). Core funding for this initiative comes from the United States Agency for International Development (USAID). The initiative also benefits from support from the European Union and FAO’s Special Fund for Emergency and Rehabilitation (SFERA). In each aggregated field, the values indicate the frequencies of the different responses, expressed as a weighted percentage of the total sample. The present datasets represents aggregated data referring to household interviews performed after December 2022. At every new survey data release, after cleaning and validation phases, aggregated data is appended to the present dataset. For real-time updates, for accessing archived data and for additional survey-specific information, please visit the DIEM Hub: https://data-in-emergencies.fao.org/ View the column descriptions here. The Humanitarian Situation Monitoring (HSM) is a quarterly community-level multi-sectoral needs assessment. It builds upon the previously implemented Hard-to-Reach assessment and expanded its geographic coverage to encompass the entire country in early 2022, due to the shift in context. HSM aims to collect and triangulate information regularly regarding service provision, sectoral needs, and vulnerabilities in Afghan communities to support geographical and sectoral prioritizations, particularly in light of Afghanistan's rapidly evolving context. HSM assesses the sectoral and multi-sectoral needs of populations in all districts by filling in information gaps and enhancing response capacity for district-level prioritisation.

Community-Based Protection Monitoring (CBPM) is one of UNHCR’s key tools to identify and monitor key protection issues including violations of rights, displacement, needs of vulnerable populations, access to rights and services, safety, freedom of movement, and occurrences of issues involving Gender Based Violence (GBV), Child Protection (CP), explosive hazards and Housing Land and Property (HLP), in order to identify persons in need of assistance, inform the humanitarian response and advocate for the protection of civilians. CBPM also serves as an evidence-base for design and implementation of protection programs. The methodology used has been jointly developed with the Afghanistan Protection Cluster (APC) and includes standardized data collection tools (HH, KII and FGDs). To monitor and compare the protection environment of girls, boys, men, and women, the data is disaggregated by age and gender that identifies adolescents, youth, and elderly, as well as population groups (i.e., refugees, refugee returnees, undocumented returnees, IDPs, IDP returnees, host communities).

The Humanitarian Situation Monitoring (HSM) methodology relies on key informants to gather information about service provision, multi-sectoral needs, demography, and emerging trends. HSM assessment is conducted quarterly using a structured survey tool to monitor needs evolution and prioritise actions accordingly. The estimated population of the settlements where the interviews are conducted in this round represents 54% of the national population. Those settlements cover 21% of known settlements at the national level. The methodology utilizes a sampling approach based on Basic Service Units (BSUs) to ensure effective geographic distribution and comprehensive coverage. BSUs represent communities with similar levels of service access and humanitarian needs. Defined as intermediate economic and geographic units, BSUs are smaller than districts but larger than individual settlements. Each BSU includes shared public spaces, such as markets and roads, as well as essential services like healthcare facilities and schools. The sampling strategy involves the following: - All districts and Basic Service Units are covered. - One key informant is selected and interviewed per assessed settlement. - A minimum of 3 key informants are interviewed per Basic Service Unit. - At least 12% of known settlements in each district are covered. - Additional settlements beyond the minimum of 3 are sampled based on the population factor per Basic Service Unit. It is important to note that any analysis conducted using this methodology will not generate statistically representative results, as the key informant methodology is indicative. For analysis regarding Basic Service Units, please feel free to request.

Humanitarian Situation Monitoring aims to collect and then triangulate information regarding service provision, sectoral needs, and vulnerabilities in Afghan communities, in order to then support geographical and sectoral prioritizations within the 2022 humanitarian response in Afghanistan, particularly in light of the rapidly evolving context in Afghanistan. The key-informant-based HSM methodology uses settlements as the unit of analysis, using a structured survey tool to interview key informants about the situation in their settlement. A sampling frame covering all 401 districts in Afghanistan was used, covering a minimum of 10% of total settlements in each district. To achieve geographical spread across each district, at least three key informant interviews (KIIs), in a number proportionate to the number of settlements, were conducted in each Basic Service Unit (BSU). To determine a BSU (defined as an economic/geographic service unit which relies on the same services, i.e. healthcare clinics and schools, and common public spaces, i.e. markets and roads), participatory mapping of settlements and services available was conducted prior to data collection. Any analysis conducted using the data in this file will generate statistically non-representative results, as the key informant methodology is indicative
