UNHCR conducts protection monitoring on an ongoing basis to analyze protection trends and the risks that forcibly displaced and stateless persons are facing. Protection monitoring has also the purpose of identifying people who are in need for specific services, support, or information and refer them so that they can receive assistance accordingly to their needs. In the first quarter of 2022, UNHCR conducted at national level interviews with refugee households to elicit their feedback on the overall protection environment in Lebanon. The purpose of the collection was to use the feedback from refugees to inform UNHCR's advocacy and programmatic interventions with the aim of improving refugees' access to protection and essential services, assistance and information.

This comprehensive dataset provides invaluable insights into the evolving protection needs and integration challenges facing Ukrainian refugees several months into displacement in major host countries. It contains the results of 17,708 household interviews conducted by UNHCR and partners between October 2022 and February 15, 2023 across 5 key reception countries: Hungary, Republic of Moldova, Poland, Romania, and Slovakia. The interviews were carried out through rigorous random sampling at strategically selected locations including border crossings, reception and transit centers, collective sites, and assistance points in major cities. The questionnaire was redesigned for this second round to focus on pressing longer-term issues like healthcare, education, employment, housing, and local integration. While the sampling provides indicative findings only due to the non-probability approach, the dataset offers a rich evidence base to inform policy and programming. By comparing results over time with the first round (May-November 2022), researchers can analyze trends in refugees' situations, vulnerabilities, coping mechanisms, and unmet needs several months into displacement. The data collection was part of UNHCR's comprehensive protection profiling and monitoring exercise implemented since May 2022 to regularly gather insights into Ukrainian refugees' evolving profiles, risks, and needs. Detailed methodology documentation is provided to support proper interpretation and ethical utilization of the data.

Darien is Panama’s largest and poorest province. Bordering Colombia, the province hosts a 60-mile-deep jungle, the only breaking point of the Pan-American Highway, linking the continent from south to north. Darien is a transit location for thousands of refugees and migrants, most of them coming from Haiti, Venezuela, Cuba, and African and South Asian nations. According to official statistics of the Panamanian National Migration Service (SNM), from 2010 to 2020 some 120,000 people crossed through this area. In 2021 and 2022, Panama faced an unprecedented mixed movement crisis, with nearly 400,000 people making this perilous journey through the jungle. In 2022, a total of 248,284 people entered the country irregularly through Darien. Before they arrived at the Darien jungle, many of these refugees and migrants had previously crossed multiple countries often through unofficial border crossings, resulting in increased protection risks. These vulnerabilities were further exacerbated, during their journey through the jungle, by many risks and incidents which include, but are not limited to, thefts, physical and sexual attacks, murder, and extortion. Many of these refugees and migrants were also undocumented, limiting their access to basic services. Due to protection concerns, in July 2022, UNHCR started collecting monthly information on the characteristics, vulnerabilities, and protection needs of refugees and migrants entering Panama through the Darien jungle.

To strengthen and promote an evidence-based protection response, UNHCR and its partners implemented a protection profiling and monitoring exercise in Europe starting in May 2022 to regularly collect and analyze data about the profiles, protection risks, and needs of refugees from Ukraine and monitor changes over time. The exercise covered the following countries that received refugees from Ukraine: Belarus, Bulgaria, Czechia, Estonia, Hungary, Latvia, Lithuania, Republic of Moldova, Poland, Romania and Slovakia. The protection profiling and monitoring involved household-level interviews conducted at border crossing points, reception and transit centres, collective sites, and assistance points in major cities using a structured questionnaire. Trained enumerators from UNHCR and partners collected data digitally using the Kobo Toolbox. While respondents were randomly selected to reduce bias, the sample is considered a non-probability sample and results should be considered indicative, meaning they cannot be extrapolated to the population of refugees from Ukraine. The result reflects the refugees' situation at the time of data collection. The first round of data collection took place between May and Nov 2022. The focus of the first round was general profiling of Ukraine refugees and their needs, as well as key issues during the intial phase of the crisis such as family separation, etc. In October 2022, a new questionnaire was rolled out, shifting towards exploring longer-term issues in host countries such as access to health care, education, etc. The second round took place between Oct 2022 and 15 Feb 2023. overlapping slightly with the first round, however the datasets are not comparable due to the change in the questionnaire. The third round employed the same questionnaire as the second, and took place between 16 Feb and 30 Jun 2023. This dataset is the anonymous version of the data that was collected during the third round. It includes 21,340 household interviews. Data from the following countries are new to this round: Czechia, Estonia, Latvia, and Lithuania. The data from the first round is also available on the Microdata Library as a separate dataset for each country where the exercise took place.

As a result of COVID-19 movement restrictions and preventative measures, UNHCR initiated the remote protection monitoring exercise as an alternate modality to conduct targeted and systemized protection monitoring surveys for the refugee and asylum seeker population in Iraq. The survey was designed to provide an overview of how COVID and COVID related measures have affected protection concerns of refugees and asylum seekers over time and the continued impact on their access to rights, services, and coping mechanisms over the course of the year. The exercise was initiated in August 2020, covering all governorates of Iraq and surveying Syrian households and of other nationalities. A total 1,407 HH were interviewed in Round 3 (November-December 2020), complementing 1,605 HH interviewed in Round 2 (October 2020), and 1,653 HH interviewed for Round 1 (August-September 2020).

The size of the outflows from Venezuela sharply increased from some 700,000 in 2015 to over 4 million by June 2019, largely driven by a substantial deterioration of the situation in the country. Given the disruption of the functioning of some democratic institutions and rule of law, and its impact on the preservation of security, economic stability, health, public peace and the general welfare system, the crisis continues to worsen and serious human rights violations are widely reported. The displacement outside Venezuela has mostly affected countries in Latin America and the Caribbean, particularly Argentina, Brazil, Chile, Colombia, Ecuador, Peru, and the southern Caribbean islands. Most governments in the region have made efforts to facilitate access to territory, documentation and access to services, but the capacity of host countries has become overstretched to address the increasing protection and integration needs, resulting in tighter border controls being put in place. Protection monitoring is a core UNHCR activity which aims at ensuring an adequate and timely understanding of the protection situation of persons affected by forced displacement. The action-oriented nature of protection monitoring allows UNHCR to adapt to the needs and protection risks faced by persons displaced outside Venezuela and informs a broad range of responses.
